SCOPE
This standard operating procedure applies to Special Investigations Unit staff members
involved in the recovery of fugitives.

PURPOSE
The purpose of this standard operating procedure (SOP) is to establish guidelines regarding
the use of conducted energy devices (CEDs) by the investigators involved in fugitive
investigation and recovery.

RESPONSIBILITY
The director of the Idaho Department of Correction (IDOC) is responsible for implementing
this SOP.
Supervisors
The supervisor of the Special Investigation Unit (SIU) is responsible for ensuring that the
investigators of the fugitive recovery unit comply with the requirements and standards in
this SOP.
Investigators of the Fugitive Recovery Unit
The investigators of the fugitive recovery unit are required to:
• Successfully complete CED training provided by a manufacturer-certified trainer
following the manufacturer’s requirements.
• Recertify annually to maintain CED certification including knowledge of current
applicable laws.
• Conduct a spark test prior to the start of each shift or work period. The function test
is done to verify the CED’s core electronics are functioning properly.
• Ensure completion of a download of the CED data after each deployment.
• Ensure completion of a download of the CED data at least quarterly.
• Securely store the CED when off duty in the same manner that one would store a
firearm.
STANDARD PROCEDURES
A Conducted Energy Device is a less than lethal weapon system designed to temporarily
incapacitate a subject through use of an electrical current which interferes with the body’s
neuromuscular system and produces a sensation of pain.
The CED is an authorized tool for carry and use by the investigators of the IDOC fugitive
recovery unit. These investigators may choose to carry a CED.
1. Conducted Energy Device (CED) Use
CEDs are worn on the opposite side of the issued sidearm. The decision to use the CED
should be based on the immediate threat posed by the suspect to the investigators in the
fugitive recovery unit or others with consideration of the following factors:
• Totality of circumstances known to the investigator at the time of deployment
• Severity of the crime committed
• Prior acts by the suspect (crimes of violence, threats, etc.)
• Level of resistance
• To prevent them from harming themselves or others
• Other criteria listed for determining use of force in accordance with IDOC procedure
150.01.01.001, Use of Force: Special Investigations Unit.

2. Conducted Energy Device (CED) Deployment
The fugitive recovery unit investigator will contact their supervisor after a CED has been
deployed.
When deploying a CED, the fugitive recovery unit investigator will:
• Ensure all personnel at the scene are notified by radio or other means that the CED
is being deployed or may be deployed depending on time and conditions.
• Ensure a plan is in place for taking physical control of the subject once the CED has
been deployed.
• Use minimum activations necessary to control the subject. Subsequent cycles will
not exceed three applications unless exigent circumstances exist.
• Cease use of the CED once the suspect is restrained and has complied.
• Ensure the subject receives medical treatment as soon as possible by EMS in the
field, facility medical staff, and/or hospital personnel after a CED deployment.
• Ensure the CED probes are removed by EMS, medical personnel or trained staff as
soon as possible.
• Ensure photographs are taken of probe impact sites and any other related injuries.
• Ensure probes that have penetrated a body are treated as bio-hazardous and
handled according to training procedures.
3. Supervisor Response
Upon notification of the deployment of a CED, the supervisor of the investigator(s) is
required to ensure all documentation is completed and all guidelines are followed as stated
in SOP 150.01.01.001, Use of Force: Special Investigations Unit.
4. Conducted Energy Device (CED) Use Restrictions
A fleeing subject must not be the sole justification for the use of a CED. No more than one
investigator should activate a CED against a person at a time unless exigent circumstances
exist.
Unless exigent circumstances exist, the CED will not be used on:
• Women known to be or who obviously appear to be pregnant.
• Elderly persons, young children, and visibly frail persons.
• Passive subjects who may not be compliant but are not attempting to flee or fight.
• In combustible environments.
• Handcuffed subject(s) unless actively resisting or exhibiting active aggression to
prevent individuals from harming themselves or others.
• Subjects in physical control of a vehicle in motion, including automobiles, trucks,
motorcycles, ATVs, bicycles, and scooters.
• Subjects in a location where a fall is likely to cause substantial injury or death.
