POLICY STATEMENT
It is the policy of the Idaho Board of Correction that the Idaho Department of Correction
(IDOC) establishes and maintains procedures to ensure offenders maintain reasonable
standards of cleanliness and that such standards apply to both the IDOC and facilities
operated by its contractors . Good cleanliness and hygiene habits help improve the health of
the offender population and minimize offensiveness to others due to uncleanliness ; as a
result, each facility will have adequate laundry and personal hygiene facilities available to its
offender population.
PURPOSE
The purpose of this policy is to communicate the Board’s philosophy regarding personal
hygiene standards of incarcerated offenders.
SCOPE
This policy applies to IDOC facilities and facilities operated by its contractors, all procedures
created under the authority of this policy, and all offenders housed in IDOC facilities.
RESPONSIBILITY
The director of the IDO C and division c hiefs are responsible for overseeing the
implementation of this policy and the development and implementation of a standard
operating procedure (SOP) that provides guidance to facility heads for governing offender
hygiene procedures and expectations .
At a minimum, the SOP must provide guidance on the following: general sanitation and
housekeeping, offender hygiene, hygiene supplies, laundry services, and barbering
services.
