SCOPE
This standard operating procedure applies to department employees and inmates at
community reentry centers.

PURPOSE
To establish requirements and procedure for inmates operating department vehicles while
assigned to a community reentry center.
RESPONSIBILITY
Community Reentry Center Manager
The community reentry center manager is responsible for ensuring staff and inmates
under his authority comply with the requirements of this standard operating procedure.
STANDARD PROCEDURES
The manager of a community reentry center may authorize an eligible inmate to operate a
state vehicle as permitted in this standard operating procedure.
To operate a department vehicle, an inmate must have a valid driver’s license. An inmate
who receives authorization to operate a state vehicle must do so in compliance with this
standard operating procedure and federal, state, and local laws.
Because no inmate can have a driver’s license in his possession, if an inmate is required in
the scope of his employment to drive, the inmate’s employer must request in writing for the
inmate to receive an IDOC Restricted Driving Permit.
Staff at each community reentry center must keep a log of

IDOC identification number
Driver’s license number and expiration date
Permit issued date
Permit canceled date

ILETS Operator/Staff 1
Before hiring an inmate as a driver, check the inmate on
ILETS for the inmate’s driving record for the last five years .
The following conditions disqualify the inmate from driving:
One or more DUI convictions
One or more reckless or inattentive driving incidents
Current conviction is for DUI
The ILETS operator must
Ensure the inmate has a valid Idaho driver’s license.
If no valid driver’s license, the inmate must be eligible
to get one reinstated or issued.
Facility Head or

state repository for vehicle related incidents.

Interview the inmate driver candidate discussing history,
experience, qualifications , and review department
expectations.

New drivers must ride along with an experienced inmate
driver for one to two weeks before receiving a permit.
Determine the length of time based on the inmate’s
knowledge of area.
5 Complete the ‘Restricted Driving Permit.’ Fill out all fields
within the permit electronically. Print form.
6 Provide the inmate a copy. You may shrink and laminate
the permit for convenience.

Sign, date, and fax the completed Inmate Restricted Driving
Permit to (208) 287-3880, Attn: Driver Services
“Suspension Unit.” Keep original for facility records.
8 Document all pertinent information into the ‘Work Release
Drivers Permit Log’ for the facility.

The new driver must continue riding along with an
experienced driver until sufficiently familiar with the job.
When you approve the new driver to drive solo, notify
relevant staff of the new driver’s responsibilities .
2. Procedure for Removing Driver’s License Restriction
The facility sergeant or designee must remove the driver’s license restriction from an inmate
driver if the inmate is:
Released
Transferred out of the facility
Is no longer permitted or needed to drive facility vehicles
If you do not release the restriction, the inmate’s license remains restricted with the Idaho
Department of Transportation.

Obtain the original approval Restricted Driving Permit for
the inmate who is no longer driving a department vehicle.
Complete the ‘Remove Restriction’ portion; s ign, date and
fax the completed form to (208) 287-3880, Attn: Driver
Services “Suspension Unit.”

3. Driver Safety
CRC staff must conduct a random urine analysis test on 10 percent of all inmate drivers
each month. Staff conducting the test must enter the result in CIS.

Inmate drivers are responsible for immediately reporting any vehicle maintenance issues to
their supervisor.
4. Collision or Traffic Violation
Collisions
Inmate drivers involved in a collision must immediately stop at the scene and give
assistance if needed. Inmate drivers must cooperate with law enforcement authorities
and involved parties. Facility m edical staff must check all passengers in the vehicle upon
return to the facility if not done at the scene of the collision by emergency response
personnel.
CRC staff must train inmate drivers on the state of Idaho, Auto Accident Report/Guide. If
a collision occurs, inmate drivers must follow each step of the guide and gather
information to complete required forms or reports .
If CRC a staff member is available, he should go to the scene to take pictures and assist
with completing the state of Idaho, Auto Accident Report/Guide.
If the department vehicle involved in a collision is drivable, the inmate driver or CRC staff
must return it to the facility.
CRC s taff or medical staff must take a urine analysis and breathalyzer sample from the
inmate driver upon his return, if he is involved in any collision. Staff must record the test
results in CIS, accident report, and incident or information report according to standard
procedure.
An inmate involved in a collision whether driver or passenger must give a written
statement to include with the incident or information report.
Violations
Inmate drivers are responsible for all violations or tickets received while driving and must
notify CRC staff as soon as possible after receiving any moving citat ion.
5. Termination of an Inmate Driver
CRC staff members have discretion to suspend or terminat e an inmate driver at any time.
An inmate driver may receive disciplinary action for any offense according to policy or
standard operating procedure.
