RESPONSIBILITY Chief of the Division of Management Services The chief of the division of management services is responsible for: • Implementing this SOP • CAPP contract oversight • Ensuring IDOC employees and contractors are practicing the guidelines, standards, and procedures provided herein. Chief of the Division of Prisons The chief of the division of prisons is responsible for: • Ensuring correctional facility reception and diagnostic unit (RDU) staff compliance with guidelines, standards, and procedures provided herein. • Ensuring education and treatment staff compliance with the CAPP contract. Chief of the Division of Probation and Parole The chief of the division of probation and parole is responsible for ensuring compliance with community placement activities and aftercare as described herein. CAPP Case Manager The CAPP case manager is responsible for: • Performing the functions and requirements as specified in the CAPP contract, 324.02.01.001, Retained Jurisdiction; 607.26.01.002, Structured Re-entry Case Management, and 607.26.01.014 Program Management for Inmates and ensuring compliance with guidelines standards and procedures provided herein. • Communicating and recording all interactions, noteworthy observations, responses to problems, successes, challenges, and other relevant assessment information in the IDOC’s Offender Management System (OMS). STANDARD PROCEDURES The following procedures explain the selection criteria and processes for placement at the CAPP. 1. Inmate Population Groups Receiving Services The CAPP provides programming services to the inmates that qualify according to assessments completed in RDU and case management services to all inmates housed at the facility. Control Number: 607.26.01.015 Version: 4.0 Title: Correctional Alternative Placement Program (CAPP) Page Number: 3 of 12 Idaho Department of Correction Selection Criteria Inmates must meet the IDOC Inmate Placement Matrix criteria: • No known pending felony charges or felony investigations where the inmate is a suspect. • No active felony detainer (except for notification). Low-risk Crime Severity Index: • Has a TPD or FTRD within five years • Has a PED or PHD within five years and has a FTRD within 20 years High-risk Crime Severity Index: • Has a TPD or FTRD within three years • Has a PHD within three years and is within five years of FTRD Life Sentence (high or low-risk crime severity index): • Has a TPD within three years 2. Entry Process Steps Inmates Recommended for CAPP Functional Roles and Responsibilities Step Tasks RDU and IDOC Facility Program Managers 1 Review placement matrix. Send recommendations to the facility placement coordinator. RDU and Facility Placement Coordinators 2 Submit an Inmate Placement Request Form for each inmate in accordance with SOP 322.02.01.002, Inmate Placement Process, and submit all forms for approved moves to the inmate placement group. Inmate Placement Group 3 In accordance with SOP 322.02.01.002, Inmate Placement Process, coordinate with the inmate transport group the inmate worker’s move to the CAPP facility. Final placement is at the discretion of the IDOC. Inmate Workers for Private CAPP Facility Functional Roles and Responsibilities Step Tasks CAPP Deputy Warden of Programs or Designee 1 Send email to the contract monitor to notify them of the need for inmate workers. Control Number: 607.26.01.015 Version: 4.0 Title: Correctional Alternative Placement Program (CAPP) Page Number: 4 of 12 Idaho Department of Correction CAPP Contract Monitor 2 Send email to the facility program managers to notify them of the need for inmate workers at CAPP. Facility Program Managers 3 Have case managers check caseloads for inmates who potentially meet the criteria to be placed at CAPP and can work. Facility Case Managers 4 Review caseloads for inmates to be housed at CAPP who met the criteria to be inmate workers. Send list of qualifying inmates to the facility program managers. Facility Program Manager 5 Send list of inmates recommended for placement as CAPP workers to the CAPP contract monitor. CAPP Contract Monitor 6 Review list to ensure inmates fit placement criteria. Send list of inmates to CAPP facility head or designee. CAPP Deputy Warden of Programs or Designee 7 Review the candidate list. Determine whether the inmate worker candidate is suitable for work in the CAPP facility. If suitable, submit an Inmate Placement Request Form for each inmate in accordance with SOP 322.02.01.002, Inmate Placement Process, and submit all forms for approved moves to the inmate placement group. If not suitable, notify the contract monitor via email. Inmate Placement Group 8 In accordance with SOP 322.02.01.002, Inmate Placement Process, coordinate the inmate worker’s move to the CAPP facility with the inmate transport group. Final placement is at the discretion of the IDOC CAPP Case Manager or Designee 9 Conduct an orientation for inmate workers. 3. RDU/CAPP Case Management Steps Functional Roles and Responsibilities Step Tasks RDU Placement Coordinator 1 Review status of inmate. If the inmate is not a rider, proceed to step 3. To determine whether the inmate meets the criteria for the CAPP, see SOP 303.02.01.001, Classification: Inmate. • If meets criteria – prepare an OMS-generated Retained Jurisdiction Placement Evaluation Form, notify the sentencing court, and continue with step 3 and • If does not meet the criteria – notify the sentencing court of the appropriate rider placement. RDU Placement Coordinator 3 Conduct RDU processes Create the inmate’s inmate management plan in OMP module. In accordance with SOP 322.02.01.002, Inmate Placement Process, complete and email an Inmate Placement Request Form to the inmate placement group to begin the inmate placement process. Inmate Placement Group 4 In accordance with SOP 322.02.01.002, Inmate Placement Process, coordinate the inmate’s move to CAPP with the inmate transport group. CAPP Deputy Warden of Programs or Designee 5 In accordance with SOP 607.26.01.014 Program Management for Inmates, update the inmate’s program documentation in the Offender Management System (OMS) and the Corrections Integrated System Hybrid (CISH). CAPP Case Manager 6 Manage inmate activities and programming per the CAPP contract, SOP 607.26.01.014, Program Management for Inmates and SOP 324.02.01.001, Retained Jurisdiction. Make monthly treatment and/or programming updates in the OMS. If the inmate was removed from the facility and did not go on probation or parole, enter a c-note under transfer summary detailing the inmate’s progress in programs and why he was transferred. CAPP Counselor/Instructor 7 Complete a monthly treatment note in the OMS as a c-note entry indicating the inmate’s progress in the program Control Number: 607.26.01.015 Version: 4.0 Title: Correctional Alternative Placement Program (CAPP) Page Number: 6 of 12 Idaho Department of Correction Functional Roles and Responsibilities Step Tasks CAPP Case Manager 8 Timers: Thirty days prior to an inmate’s anticipated program completion: • Email the CAPP contract monitor and PPO to inform them of the anticipated completion date. • Close out classes in OMP • Notify the IDOC parole coordinator of the inmate’s release date. Riders (Court-Retained Jurisdiction): • Riders two weeks before graduation – in accordance with SOP 324.02.01.001, Retained Jurisdiction, prepare and forward to the court an Addendum to the Pre-sentence Investigation (APSI) and a Recommendation Notice. • The case manager must prepare and submit the APSI to the sentencing court no more than fourteen days and no less than seven days before the estimated program completion date. CAPP Case Manager 9 Upon the inmate’s CAPP completion, make a c-note entry in OMS as a discharge summary and close out the classes in OMP and CISH. CAPP Deputy Warden of Programs or Designee 10 For riders leaving the CAPP facility to return to the county jail for a rider review: A week before program completion, send email to inmate placement group containing the list of riders leaving CAPP, the transport dates, and the counties where the riders will be transported. CAPP Contract Monitor or Designee 11 Complete background checks and send authorization to release paperwork to CAPP on the following inmates: • Timers • Retained jurisdiction inmates releasing to Ada County 4. Re-entry Process Steps Functional Roles and Responsibilities Step Tasks Control Number: 607.26.01.015 Version: 4.0 Title: Correctional Alternative Placement Program (CAPP) Page Number: 7 of 12 Idaho Department of Correction Functional Roles and Responsibilities Step Tasks CAPP Case Manager 1 During orientation – initiate reentry planning, to include housing, employment, and release (non-riders) transport options. Meet with the inmate at a minimum two months before estimated completion date to discuss reentry plan, identifying potential residence. If inmate has private residence option: • Contact home verifying willingness to house inmate and explain general rules of supervision. • Verify information on all residents of the home: names, ages, probation/parole status and relationship to inmate. CAPP Case Manager 2 If inmate reports that no private residence and/or transportation options are available, confirm by reviewing: • PSI • Supervision notes • Visiting module • Inmate accounts CAPP Case Manager 3 If confirmed that no private residence option is available: • Review inmate checking account in Reflections for deposit/spending history. If inmate does not have money available to pay for housing, contact potential external support resources (visitors, family, or other individuals who have deposited funds into inmate’s account) to verify or eliminate potential support for full or partial financial assistance with transitional housing costs. • If all potential external financial support resources are exhausted, work with inmate to submit an application to a transitional home and submit transition-funding application for review. CAPP Case Manager 4 Sixty days before estimated completion date: • Enter release plan in Reflections in probation plan module. • Send email to designated P&P district contact advising that probation plan is in Reflections. PPO 5 Review the received email and probation plan entered Reflections module to determine whether the residence is suitable for the inmate and within fourteen calendar days of receiving the email, accept or reject the residence plan. • If accepting the plan – approve in Reflections probation plan module. • If rejecting the plan – deny the plan in Reflections probation plan module and send an email to case manager with alternative housing option for case manager and inmate’s consideration, and cut and paste into the OMS as a c-note entry. If plan is rejected for same inmate more than once, PPO reviews the case with a section supervisor before denying any subsequent plans. CAPP Case Manager 6 Verbally notify the inmate of the status of the PPO’s decision regarding the residence plan, and make a c-note entry in OMS. If the residence plan was rejected by the PPO, the CAPP case manager has two weeks from the date the case manager received the PPO’s email to email the PPO an alternative plan. All retained jurisdiction inmates who successfully complete CAPP must be released to the district on schedule and cannot be denied release due to a PPO- rejected residence plan. If a residence plan is not accepted by the PPO before the inmate’s release, the PPO will have to develop a residence plan after the inmate’s release. Timers are an exception and must be held at CAPP or moved to an IDOC-run facility until their parole plan is completed. CAPP Case Manager 7 If the inmate is a rider returning to ADA County, a parole violator or a termer, ensure that the inmate has transportation to his destination. CAPP Removal Process The following process steps are used to request an inmate’s removal from the CAPP. Riders Only Functional Roles and Responsibilities Step Tasks CAPP Case Manager 1 Identify an inmate who is failing CAPP programming or has refused to program. Prepare CAPP Rider Review and Recommendations Form. CAPP Case Manager 2 In consultation with the program counselor/ instructor, coordinate approval for a rider review committee case review. Scan and email (or fax) the form and supporting documentation to the CAPP deputy warden of programs, or designee. CAPP Deputy Warden of Programs or Designee 3 Review the received CAPP Rider Review and Recommendations Form and supporting documentation, and: • If in agreement with the recommendation – mark ‘concur’ on the form. • If not in agreement with the recommendation – mark ‘do not concur’ on the form and notify the case manager. • Scan and email (or fax) the form and supporting documentation to the rider review committee. Send a copy to the CAPP contract monitor. Rider Review Committee 4 Review the received CAPP Rider Review and Recommendations Form and supporting documentation; and within three working days determine whether: • The inmate is recommended for a higher level of intervention. • The relinquishment of the court’s jurisdiction is clinically appropriate for the inmate. • The inmate will continue treatment at CAPP. Control Number: 607.26.01.015 Version: 4.0 Title: Correctional Alternative Placement Program (CAPP) Page Number: 10 of 12 Idaho Department of Correction Functional Roles and Responsibilities Step Tasks Rider Review Committee 5 Notify the CAPP deputy warden of programs of the decision, and scan and email (or fax) the form and supporting documentation to: • CAPP contract monitor and • CAPP deputy warden of programs The rider review committee chairman, or designee, must make a c-note entry in OMS to document the decision. CAPP Deputy Warden of Programs or Designee 6 Notify the facility case manager of the decision. Ensure the case manager notifies the court if an inmate has an assigned court date that needs to be changed CAPP Case Manager 7 If the inmate was recommended for a higher level of intervention, or is to continue treatment at the CAPP facility, proceed to step 8. If relinquishment of court jurisdiction is clinically appropriate for the inmate – skip to step 9. File the completed CAPP Rider Review and Recommendations Form and all supporting documentation in the inmate’s case file. CAPP Deputy Warden of Programs or Designee 8 In accordance with step 7: • Notify the inmate of the decision if at CAPP • Make a c-note entry in OMS. (Then go to step 10.) CAPP Deputy Warden of Programs or Designee 9 In accordance with step 7: • Notify the inmate of the decision if at CAPP. • Generate an Addendum to the Pre-sentencing Investigation (APSI) with a recommendation for the court to relinquish jurisdiction. • Ensure the inmate is placed in restrictive housing until moved from the facility. • Make a c-note entry in OMS. (The process continues with step 10.) Send a copy to the CAPP contract monitor. Timers Only Functional Roles and Responsibilities Step Tasks CAPP Case Manager 1 Identify the inmate who is failing at CAPP and ask the CAPP deputy warden of programs to review removal. If inmate is refusing to program, have him sign a Refusal to Program Form and notify the deputy warden of programs. If the inmate has received a DOR and is recommended for removal, notify the deputy warden of programs. CAPP Deputy Warden of Programs or Designee 2 If in agreement with case manager for removal of inmate, contact CAPP contract monitor. CAPP Contract Monitor 3 Communicate with deputy warden of programs to review concerns for removal. If in agreement with removal, make a c-note entry in OMS and have the deputy warden of programs or designee, prepare and email an Inmate Placement Request Form to the inmate placement group in accordance with SOP 322.02.01.002 Inmate Placement Process to begin the inmate placement process according to inmate status. DEFINITIONS Rider - Court: Inmates serving retained jurisdiction sentences Termers and/or Timers: Inmates who are sentenced for a determinate and/or indeterminate period of incarceration with the Idaho Department of Correction.
