DEFINITIONS
Standardized Definitions List
Clothed Body Search: A search during which an offender is not required to remove his
clothing, with the exception of such items as jacket, hat, socks and shoes.
Inmate: An individual in the physical custody of the Board.
Offender: A person under the legal care, custody, supervision, or authority of the Board –
including a person within or without the State pursuant to agreement with another state or
contractor.
Unclothed Body Search: A search during which an offender is required to remove all
clothing.
Purpose
The purpose of this Standard Operating Procedure (SOP) is to (1) establish procedures for
the seating of a detained offender or inmate and officers during transport in a vehicle that is
absent of a safety cage between the front and rear seats, and (2) address public/commercial
transportation of a detained offender or inmate.
Scope
This SOP applies to all Idaho Department of Correction (IDOC), Division of Community
Corrections, staff responsible for transporting a detained offender or inmate.

RESPONSIBILITY
Chief of the Division of Community Corrections
The chief of the Division of Community Corrections (or designee) is responsible for
overseeing community work center (CWC) operations and probation and parole services
and for ensuring acceptable safety practices for transporting detained offenders and
inm ates are adhered to.
Facility Heads, District Managers, and Supervisors
Facility heads, district managers , and supervisors are responsible for (1) implementing
this SOP; (2) ensuring PPOs are practicing the guidelines, standards, and procedures
provided herein; and (3) ensuring PPOs read this SOP annually and participate in all
transport training offered in the district.

GENERAL REQUIREMENTS
When transporting a detained offender or inmate, the two (2)-officer rule should apply (see
Appendix 1, Community Work Center (CWC) Transport Seating Arrangements , and
Appendix 2, Probation and Parole Transport Seating Arrangements ).
• Transporting officers shall ensure that the driving officer is armed, in possession of
Oleoresin Capsicum (OC) spray, and the offender or inmate is in restraints.
• The escort officer shall not be armed or in possession of OC spray during a
transport.
• The use of waist and leg restraints is mandatory.
Note: This SOP is not intended for the routine transport of offender workers or minimum and
community custody offenders on approved activities. When minimum and community
custody offenders are transported for work or other approved activities, the offender will not
be restrained and staff will not carry firearms.

Note: To fully meet the requirements in this section, also refer to Appendix 1, Community
Work Center (CWC) Transport Seating Arrangements .
• Inmates returning to a higher custody facility will be transported by PPOs.

• Inmates returning to a higher custody level from a CWC shall be restrained
according to the custody level of the receiving facility.
• The inmate must be restrained using waist and leg restraints.
• An unclothed body search will be performed and the inmate will be dressed in
orange or yellow coveralls before transport.
• Caged vehicles shall be utilized when available, and inmates shall not sit directly
behind the driver.
• The inmate shall be placed in the rear right passenger seat of a vehicle without a
safety cage . The inmate must be safety-belted in the vehicle with the doors locked
and the child safety locks engaged. The safety belt should be pulled from the post
abruptly so as to engage the locking feature. This procedure locks the belt in position
and prevents the inmate from movement. The escort officer shall sit beside the
inmate and be focused on the actions of the inmate. The facili ty head (or designee)
shall determine if the transporting officers are to be armed. If so, only the driver
should be armed during transport.
One (1)-Officer Transport
In the event it is necessary for a one (1)-officer transport, the inmate shall be placed in
the front passenger seat. The seat shall be engaged to the most forward position. The
transporting officer should not be armed while driving. The safety belt should be locked.
2. Probation and Parole Services Requirements
Note: To fully meet the requirements in this section, also refer to Appendix 2, Probation and
Parole Transport Seating Arrangements .
• A clothed body search of the offender shall be performed.
• The offender shall be handcuffed with his hands behind his back, placed in the rear
right passenger seat and seat-belted in the locked position with the doors locked and
the child safety lock engaged.
• The escort officer’s weapon and OC spray shall be stored in the trunk of the
vehicle.
• The driving officer should be armed and in possession of OC spray.
• On long distance transports, waist and leg restraints may be used at the officers ’
discretion.
• The two (2)-officer rule should be employed whenever possible. However, in the
event that a second officer is not available, as in a satellite office, the officer is
encouraged to use the services of local law enforcement.
One (1)-Officer Transport
If a one (1)-officer transport cannot be avoided, the offender shall be placed in the front
passenger seat, handcuffed with hands behind the back, seat fully forward and safety-
belted in the locked position as described above.
The officer’s weapon should be stored in the trunk of the vehicle.

3. Public/Commercial Transportation Requirements
If transporting by public transportation (i.e., airlines), transporting officers shall adhere to all
federal, state, and carrier transport regulations.
Note: Safely carrying a firearm and/or following public/commercial transport regulations
during transports is mandatory.
