POLICY STATEMENT
It is the policy of the Idaho Board of Correction that the Idaho Department of Correction
(IDOC) collect a fee pursuant to section 20-225, Idaho Code, from probationers and
parolees, who are under the jurisdiction of the division of probation and parole, to help
recover direct and indirect supervision costs incurred by IDOC such as, but not limited to,
drug and alcohol testing, providing books and other written materials that support
rehabilitation efforts, and tracking the physical location of the probationer or parolee.
It is also the policy of the board that IDOC establish guidelines for exempting a probationer
or parolee from paying all or part of supervision costs pursuant to section 20-225, Idaho
Code.
PURPOSE
The purpose of this policy is to communicate the board’s philosophy regarding the collection
of costs associated with supervising probationers and parolees .
SCOPE
This policy applies to all procedures created under the authority of this policy and to all
division of probation and parole staff members who supervise probationers and parolees
and all division of management services personnel who process and audit cost of
supervision transactions .
RESPONSIBILITY
The director of IDOC and chiefs of the divisions of probation and parole and management
services are responsible for overseeing the implementation of this policy and the
development and implementation of standard operating procedure (SOP) that provides
guidance on the following, at a minimum:

• Account setup,
• Managing exemptions and adjustments,
• Billing and collecting payments,
• Reviewing/monitoring account balances, and
• Closing accounts .
