SCOPE
This standard operating procedure (SOP) applies to all Idaho Department of Correction (IDOC)
employees involved in the supervision and management of probationers and parolees under
the jurisdiction of the Idaho Board of Correction.

C. GOVERNING POLICY

D. PURPOSE
1. To set forth procedures for a transfer within Idaho, between districts, of those under
probation or parole supervision with the Idaho Department of Correction (IDOC).
2. It is the policy of IDOC for clients under probation or parole supervision to be supervised in
a district where they have the best opportunity for success. Whether or not a client is in
compliance with their terms and conditions of supervision must not be the sole basis when
making a decision to accept or reject a request to transfer a client from one district office to
another.

F. DEFINITIONS
1. Client: A person who has been convicted of a crime against the laws of the state and
ordered into the care and custody of the Board of Correction. The term client includes any
use in Idaho law, Board of Correction rule, or IDOC policy or procedure of the terms
“offender(s),” or any other term referring to a person on probation or parole supervision
under the custody of the Board of Correction.
2. Correctional Management System (CMS): a digital platform used by correctional
agencies to store, manage, and analyze comprehensive data about individuals
throughout their entire criminal justice process, including intake, sentencing,
incarceration, parole, and probation, allowing for informed decision-making regarding
their supervision and rehabilitation. This includes systems such as Atlas.
3. Intrastate Transfer: The transfer of responsibility for the supervision of a client from one
district office to another, within the Division of Probation & Parole.
4. Receiving District: The district office being asked to receive the transfer of supervision of
a client.
5. Sending District: The district office requesting to transfer the supervision of a client to
another district office.
G. STANDARD PROCEDURES
1. Introduction
It is the policy of IDOC that supervision of clients will be provided by probation/parole
officers in the client’s district of residence. The department will provide a procedure
governing the transfer of client cases between districts to allow ongoing supervision
of clients who wish to relocate within the state of Idaho. To be eligible for intrastate
transfer, the client must have no pending official court or parole violations or pending
official criminal charges filed.

The client must request a transfer prior to relocation. The client must provide a plan
to the assigned supervising officer. The assigned supervising officer or designee
must review the plan with the client and approve it. The client’s plan must include the
proposed change in residence as well as the place of employment, treatment agency
if applicable, and any other information required by the officer.
3. Officer Responsibilities
a. The sending supervising officer must check the client’s status with respect to
conditions of supervision, pending official court or parole violations or pending
official criminal charges.
b. If the proposed move will interfere with the client's ability to comply with their court
ordered special conditions or, for those on parole, any special conditions in the
parole agreement, the transfer request must be denied. The officer will determine
how the transfer will help the client to be successful.
4. Transfer Preparation
a. The sending supervising officer must prepare for the transfer by ensuring that all
information in the correctional management system (CMS) is current and complete
including:
i. That standards are current and that probation and parole conditions have been
included
ii. That there is a current Risk/Need Assessment. If it is not current, the officer
must complete a new assessment.
iii. That the transfer chrono has been completed and submitted by the section
supervisor or designee as an investigation for the receiving district to review
b. During this time, the client will not be allowed to transfer until the client’s case is
accepted by the receiving officer or the client’s case is staffed between the sending
and receiving districts. While the transfer is being investigated, the client must
remain in their assigned district, unless the receiving district has been contacted
and agrees to the client moving prior to formal acceptance. Clients being allowed
to move prior to acceptance will be rare, but every case is unique and should be
decided by where the client will achieve success.
5. Transfer Receipt
Upon receipt of the transfer chrono, the receiving officer must verify the proposed
residence and employment, then accept the client’s case within 14 days. If the
receiving officer is going to reject the transfer and it cannot be resolved informally,
the following procedure must be followed:
a. The receiving officer will notify his/her supervisor or designee that he/she
recommends the case be rejected and document the reason(s) in the supervision
notes in the CMS.

b. The receiving supervisor or designee will contact the sending supervisor or
designee to advise if the client transfer will be rejected.
6. Transfer Acceptance
Upon the acceptance of transfer, the receiving district must:
a. Notify the sending district of the case acceptance through the CMS and enter the
transfer in supervision notes.
b. The case will be assigned to receiving officer based on district processes.
c. The sending district will notify client the transfer was approved and advise client to
report to receiving district.
