BOARD OF CORRECTION IDAPA RULE NUMBER 606 Volunteer Services POLICY STATEMENT It is the policy of the Idaho Board of Correction that the Idaho Department of Correction (IDOC) and its contractors establish and maintain volunteer s ervice programs that will provide offenders the opportunity to expand and develop relationships with diverse groups through faith-based recovery, religious activities, and other educational and vocational services. It is also the policy of the Board that volunteer service programs may provide assistance to IDOC operations and that volunteers do not provide direct security services . PURPOSE This purpose of this policy is to communicate the Board’s philosophy regarding the use of volunteers in IDOC correctional facilities. SCOPE This policy applies to all procedures created under the authority of this policy and to all IDOC correctional facilities. RESPONSIBILITY The director of the IDOC and division c hiefs are responsible for overseeing the implementation of this policy and the development and implementation of a standard operating procedure (SOP) that provides guidance to facility heads on how to govern volunteer services in correctional facilities. The SOP must include the following: • A process for the recruitment, application, and approval of volunteers . • A process for conducting background checks . • A process for orientation and training. • Procedures for barring a volunteer from correctional facilities .
