Idaho Department Of Correction Release Of Offenders Manual: A manual maintained by the Management Services Division, Central Records Unit, which covers the requirements, responsibilities and tasks associated with the temporary and permanent release of offenders from Department custody. Offender. A person under the legal care, custody, supervision or authority of the Board including a person within or without the state pursuant to agreement with another state or a contractor. 05.00.00.PROCEDURE Offenders shall be released from Department custody in accordance with state law, Department policies and directives, and the Idaho Department of Correction Release of Offenders Manual (See Attachment A, Idaho Department of Correction Release Of Offenders Manual).
