POLICY STATEMENT
Restrictive housing protects staff and inmates by segregating those that are the most violent
or present the greatest danger to the safe operations of facilities.
It is the policy of the Idaho Department of Correction that adequate security, supervision,
and, as appropriate, programmatic opportunities are provided for inmates confined in
restrictive housing. While services in restrictive housing cannot be identical to those offered
in general population, there will be no differences that endanger life, health, or safety of
inmates or staff members.
PURPOSE
The purpose of this policy is to set general guidelines and requirements for correctional
facilities in the placement and management of inmates in restrictive housing, which includes
short-term restrictive housing and long-term restrictive housing.
SCOPE
This policy applies to IDOC correc tional facilities to include CRCs, privately managed
facilities, and reentry programs.
RESPONSIBILITY
The chief of the division of prisons is responsible to develop standard operating procedures
that provide specifics for establishing:
• Procedures for placement in restrictive housing
• Guidelines to ensure that placement in short-term restrictive housing does not
exceed 15 consecutive days
• Adequate due process procedures for assignment to long-term restrictive housing
• Conditions of confinement and privileges for inmates in short-term restrictive housing
and long-term restrictive housing

• Guidelines to ensure that inmates placed in restrictive housing (short -term or long-
term) for a period in excess of 15 days will have opportunities for three hours or more
per day of time spent out of their cell.
• Criteria and procedures for periodic review of inmates in long-term restrictive housing
• Criteria and procedures for the release of inmates from long-term restrictive housing
