POLICY STATEMENT
It is the policy of the Idaho Board of Correction that the Idaho Department of Correction
(IDOC) and its contractors establish and maintain procedures for conducting searches of
offenders and their institutional living areas in order to maintain security and the orderly
operation of the institutions.
It is also the policy of the Board that in order to monitor compliance with the conditions of an
offender’s probation or parole, searches conducted by the Division of Community
Corrections include, but not be limited to, persons, residences, vehicles, and other personal
property.
PURPOSE
The purpose of this policy is to communicate the Board’s philosophy regarding searche s of
offenders, their living areas and/or places of residence, and their personal property.
SCOPE
This policy applies to all procedures created under the authority of this policy and to all
employees of the IDOC .
RESPONSIBILITY
The director of the IDOC and the chiefs of the divisions of Prisons and Community
Corrections are responsible for overseeing the implementation of this policy and the
development and implementation of standard operating procedures (SOPs) that provide
guidance to staff conducting searches of offenders.
At a minimum, the SOPs must include the following guidelines:
• When it is necessary to conduct a clothed body search, an employee of either
gender may conduct the search;
• When it is necessary to conduct an unclothed body search, an employ ee of the same
gender as the offender must conduct the search (except during an emergency);

• When it is necessary to conduct a body cavity search, the facility head must
authorize a qualified health professional to conduct the search;
• If applicable, when it is necessary to conduct searches of an offender and his
residences, vehicles, and other personal property; and
• Definitions of clothed body, unclothed body, and body cavity searches .
