POLICY STATEMENT
It is the policy of the Idaho Board of Correction that the Idaho Department of Correction
(IDOC) takes proper action if an offender dies while in the IDOC’s custody.
PURPOSE
The purpose of this policy is to communicate the Board’s management philosophy regarding
the handling of an offender’s death while in the IDOC’s custody.
SCOPE
This policy applies to all procedures created under the authority of this policy and to all
employees and contractors of the IDOC.
RESPONSIBILITY
The director of the IDOC and division chiefs are responsible for overseeing the
implementation of this policy and the development and implementation of a standard
operating procedure (SOP) that provides guidance or establishes , at a minimum, the
following:
• Guidelines to ensure a proper investigation into an offender’s death from unknown or
unnatural causes;
• Procedures for handling an offender’s death by natural causes when the offender
was attended by healthcare services staff;
• Instructions to ensure that procedures are established with coroners in each county
in which an IDOC or contract correctional facility or community work center (CWC) is
located;
• Procedures to notify an offender’s next of kin upon his death or when an offender’s
death is imminent;

• Procedures for the delivery of the deceased offender’s body to the coroner or to a
funeral home;
• Procedures for the disposition of the deceased offender’s property and/or trust
account money; and
• Procedures for handling the deceased offender’s remains if the body is not claimed
by the offender’s next of kin or other person designated by the offender.
