BOARD OF CORRECTION IDAPA RULE NUMBER None POLICY STATEMENT It is the policy of the department and its contractors to only use force when necessary to control offenders under its jurisdiction and to ensure offenders receive fair, humane treatment and are not subjected to avoidable injury. If force becomes necessary, the least amount of force required to achieve order will be used. Corporal punishment is prohibited. PURPOSE The purpose of the policy is to communicate the department’s philosophy regarding the use of force against offenders. SCOPE This policy applies to all standard operating procedures created under the authority of this policy, to all IDOC employees , and to IDOC contractors . RESPONSIBILITY The director or deputy director of the IDOC and the division chiefs of prisons and probation and parole are responsible for overseeing the development, implementation, and monitoring of standard operating procedures that provide guidance on or establish the following: • The standardization of less -lethal and lethal use-of-force weapons and devices. • A use -of-force continuum with levels of force from least to greatest. • Procedures and training that promote safety for staff and others. • Procedures to prevent escapes and disturbances. • Guidelines explaining when force is justified and the level of force to be used. • Procedures to review situations in which force was used. • Procedures for the use of long-term restraints.
