It will be the responsibility of the construction/maintenance manager to insure that all
construction, alterations, repair and maintenance of facilities operated by the Department
of Correction follow guidelines established in this policy, Idaho Code, and the fiscal
manual. All in-house work performed by construction/ maintenance staff and inmate
workers will comply with applicable local and national codes (UBC, NEMA, UPC, OSHA,
Fire & Life Safety, NFPA, NEC, IPC, ASHRAE, ASME, & AGA).

Relevant abstracts of Idaho Code and the fiscal manual are outlined for reference and as
a guide for department staff when requesting new construction, maintenance, repair and
alterations to existing facilities and/or equipment; preventive maintenance funding requests
or emergency purchase requests.
Idaho Code, Section 67-5711. CONSTRUCTION, ALTERATION, EQUIPPING,
FURNISHING AND REPAIR OF PUBLIC BUILDINGS AND WORKS. The Director of the
Department of Administration, or his designee, of the State of Idaho, is authorized and
empowered, subject to the approval of the permanent building fund advisory council, to
provide or secure all plans and specifications for, to let all contracts for, and to have care
of and supervision of the construction, alteration, equipping, furnishing, and repair exceeds
the sum of fifteen thousand dollars ($15,000). The permanent building fund council may
adopt rules and regulations consistent with existing law including rules and regulations for
a program of inspection and preventive maintenance, to carry out the provisions of this act.
