CRC-TF Reloadable Pay Debit Card Program FM

The purpose of this Field Memorandum is to provide specific guidelines that are unique to this facility to fully implement Standard Operating Procedure 320.02.01.001, Property: State-issued
and Offender Personal Property.General Statement
Community Reentry Center residents will be issued a “Reloadable Pay”debit card from Rapid Financial Solutionswithin 30 days of arrival. Residents will be charged a monthly fee of $5.95
a month. The card limit will be $197.85 which will beloaded quarterly, $17.85 will cover the monthly fee of $5.95. Multiple residentswithdraw sheet will be submitted to Resident Accounts
quarterly. Balance will be higher than $180 at times due to higher dollar amounts needed for approved purchasing.
General requirements
To be eligible for the program residents must meet the following criteria.Must complete an approved financial money management class prior to receiving your card. Each CRC will be responsible
for residents receiving this training.

Vending machines at worksites/facilities
Mobile food vendors (food trucks) at worksites/facilities
DMV, Social Security Card, and Birth Certificate
Authorized approved housing
COS, Fines, Fees, Restitution, or medical cost (Dental and Vision)
Miscellaneous incentive items and/or events, as defined by facility leadership
Cards will not be allowed
Tobacco purchases
Alcohol purchases
ATM / Cash Back
Gas / Fuel Purchases
pROCESS FOR ORDERING
To be eligible, residents must meet the above criteria. Oncethe criteriaaremet, theadministrative assistant will email Fiscal: Resident Accounts. A monthly list will be sent to Fiscal:
Resident Accounts. This list will be returned with assigned cards for each resident, which will then be issued by the approving authority. Upon receipt, the resident will activate their
card following the “Cardholder Agreement” and abide by the “MasterCard” terms and conditions of “Rapid Financial Solutions Reloadable Debit Card” prepaid debit cards. Once per quarter
the resident will have an opportunity to load his card back up to $197.85 via the Multiple Resident Withdrawal Sheet by Fiscal: Resident Accounts.Loss of privilege will result in confiscation
and the card will be stored in the facilities safe until deemed appropriate to return. If you need to check residents accounts or conduct a random audit of transactions, you will need
to email Rapid Support [e-mail] release,a resident’s account balance will be transferred back to their IDOC resident account by using the closeout account document.
