SCOPE
This standard operating procedure (SOP) applies to uniformed staff for the Division
of Prisons and Division of Probation & Parole.

C. GOVERNING POLICY STATEMENT
It is the policy of the Idaho Department of Correction (IDOC) to seek repayment of
Idaho Peace Officer Standards and Training (POST) academy cost from uniformed
staff who leave a POST-certified position within two years.
D. PURPOSE
To define the repayment expectation for uniformed staff who leave a POST-certified
position at IDOC within two years (4,160 hours of Credit State Service) of
graduating from the academy.
E. RESPONSIBILITY
1. Division of Human Resources (DHR)
a. Notify applicants of the repayment obligation.
b. Collect the signed repayment agreement.
c. Track applicable dates and hours of service.
d. Notify IDOC financial specialists of separations that require academy
repayment.
2. IDOC Financial Specialists
a. Calculate repayment amount.
b. Send the former uniformed staff member a letter invoicing payments.
c. Provide former uniformed staff member a copy of their signed agreement and
verification of the number of hours worked under the agreement.
d. Approve payment agreements, track payments, and/or refer the balance to
collections.
3. Training & Development Program Supervisors
a. Oversee IDOC’s law enforcement academies.
b. Answer any questions staff have about this agreement.
4. IDOC Chief of Staff
a. Review any requests to waive repayment, deciding within 30 days, and

notifying the requestor.
F. DEFINITIONS
1. Academy: A formal law enforcement training program, overseen by POST,
which is required by Idaho Administrative Procedure Act (IDAPA) 11.11.01.
2. Uniformed staff: IDOC law enforcement staff who are employed in the
Division of Prisons or Division of Probation & Parole who are required by the
department to attend a POST-approved training academy.
G. STANDARD PROCEDURES
1. Agreement
a. IDOC’s Two-Year Service Agreement must be reviewed annually by the IDOC
Training Committee, IDOC Deputy Attorney General, and DHR.
b. The amount for repayment may be adjusted annually to reflect updated
academy training expenses.
c. The agreement must contain the terms of the agreement with the amount
due if the uniformed staff member fails to complete the required two years
of IDOC employment.
2. Required Staff
a. Candidates for uniformed staff positions must sign the Two-Year Service
Agreement in order to accept a final offer of employment on or after June 1,
2026.
b. Newly-hired uniformed staff who sign the IDOC two-year agreement on June
1, 2026, or after; graduate from an IDOC POST academy; and fail to work
4,160 hours (Credit State Service) in a POST-certified position after
graduating the academy are required to make repayment of training costs.
3. Proration and Waivers
a. If a uniformed staff member works more than 2,080 hours, but less than
4,160 hours following academy graduation, the repayment amount shall be
prorated on a monthly basis.
d. A waiver for repayment may be considered if the staff member vacated a
POST-certified position due to a reason not under the staff member’s
control, such as injury or medical condition.
i. A request for waiver of the two-year service requirement must be
submitted in writing to the IDOC Chief of Staff within 45 days of the staff
member receiving an Academy Cost Repayment Invoice Letter.
i. Any supporting documentation may be included for consideration.
ii. IDOC will grant or deny the waiver request in writing within 30 days of
receiving the waiver request.

4. Repayment
a. Repayment may be made in full or through an interest-free monthly payment
arrangement approved by IDOC.
b. Staff agree the obligation is considered a student loan for repayment
purposes and may not be dischargeable in bankruptcy.

a uniformed staff member vacates a POST-
certified position before reaching 4,160 hours of
service (post-graduation).

1. Upon notification, calculate the prorated amount
owed send an invoice letter to the former uniform
staff member’s last known address.
2. If the former uniformed staff member does not
pay the amount in full or initiate a payment
agreement within 45 days, send the balance owed
to a third-party collection company.
