SCOPE
This standard operating procedure (SOP) applies to all staff who participate in the
disposal or donation of solid-state drives.

B. BOARD OF CORRECTION IDAPA RULE

C. GOVERNING POLICY STATEMENT
It is the policy of the Idaho Department of Correction (IDOC) to establish
responsibilities, guidelines and requirements for the efficient and appropriate use
of computing devices and software.
D. PURPOSE
To document the approval of wiping solid-state drives (SSDs) for disposal or
donation in obsolete computers.
E. RESPONSIBILITY
See Section G.3: Process Steps.
F. DEFINITIONS
1. IDOC Staff: An employee of IDOC who is trained to perform activities on
behalf of the IDOC IT department.
2. ITS Staff: A person employed by the State of Idaho Information Technology
Services (ITS) to support Idaho agencies for their technology needs.
3. Lansweeper: A web-based software used by IDOC for inventory
management.
4. Resident: A person who has been convicted of a crime against the laws of
the state and ordered into the care and custody of the Board of Correction.
Resident includes any use in Idaho law, Board of Correction rule, or IDOC
policy or procedure of the terms “offender(s),” “prisoner(s)”, “inmate(s)”,
“incarcerated person(s)”, or any other term referring to a person residing in
a correctional facility in the care and custody of the Board of Correction.
5. Solid-State Drive: A type of computer storage device that uses integrated
circuit assemblies to store data persistently and does not contain moving
parts.
G. STANDARD PROCEDURES
1. Introduction
This document outlines a formal procedure to securely erase data from SSD
storage to facilitate safe disposal or recycling, ensuring no classified information
can be recovered in obsolete computers.
2. Process Overview
a. The following steps outline the process of erasing SSDs, with collaboration
between IDOC IT staff and the resident population with IDOC staff

supervision.
b. Residents may assist in handling the equipment under the supervision of
IDOC staff. This may include moving equipment, taking notes, creating
documentation, or other physical and administrative duties as requested.
i. Residents are not authorized to log into disposed staff machines prior to
drives being wiped.
ii. Residents are not authorized to wipe drives.

1. Identify equipment to be disposed.
2. Submit Disposal Form in Lansweeper (if item is
not in Lansweeper, complete Property Disposal
Authorization Request).
3. Attach supporting document to item showing
current status (e.g. what is broken, FY
replacement, has the unit been disposed in
Lansweeper, has the SSD been pulled or wiped,
etc).
4. Deliver equipment to IDOC Central Office.

1. Sort devices based on current status and identify
SSDs requiring data wiping.
2. Schedule secure data wiping sessions with IDOC
IT staff.
3. Use NIST-approved SecureErase methods to wipe
SSDs.
4. Verify that the SSDs have been wiped according to
NIST standards.
5. Create and store report of devices/SSDs wiped.

1. Maintain disposal and wiping records using
PowerApps program. Follow SOP 119.001, Record
Retention and Destruction.
2. Coordinate with education department, residential
facilities, local charities, or non-profit
organizations to pick up donation equipment or
dispose through proper scrap channels.
3. Provided donation/disposal receipt of equipment
to Fiscal asset staff to include with disposal
records for auditing purposes.
