SCOPE
This standard operating procedure (SOP) applies to all employees directly involved in the
supervision and management of individuals under the jurisdiction of the Idaho Department of
Correction’s (IDOC) Division of Probation and Parole, as well as division supervisors and
managers responsible for the quality and accuracy of case reviews.

D. PURPOSE
The purpose of this SOP is to establish expectations and provide guidance for supervisors in
the Division of Probation & Parole regarding the four types of case reviews that are to be
conducted throughout the year on cases being supervised by Probation/Parole Officers.
E. RESPONSIBILITY
1. Chief of the Division of Probation & Parole
The chief of the Division of Probation & Parole is responsible for developing and
implementing standards for case reviews and establishing procedures to provide a
consistent tool for documenting case reviews of individuals being supervised by the Division
of Probation & Parole.
2. District Managers
District managers or their designees are responsible for monitoring compliance of all
members of the district leadership team and staff in practicing the guidelines, standards,
and procedures provided in this SOP.
3. Section Supervisors
Section supervisors or their designees are responsible for the preparation of case reviews
for the employees they supervise.

G. STANDARD PROCEDURES
1. Introduction
a. Case reviews are an official internal control audit that documents the compliance of
supervision expectations of cases under IDOC supervision. These internal reviews are
necessary to maintain the integrity and reputation of IDOC. There are four types of case
reviews, all of which help ensure that division staff are meeting established supervision
standards and capturing the efforts of the officer to achieve client behavior change.
Meeting these standards is required for IDOC’s vision of a safer Idaho with fewer
people in its correctional system.
b. The case review process documents that the supervision of those under IDOC custody
is being correctly and properly accomplished according to department expectations (see
SOP 701.04.02.001, Supervision Strategies)

c. Case reviews assist supervisors to identify effective supervision strategies and
strengths in employee and team performance. These reviews also allow supervisors to
acknowledge accomplishments that are generating success for individuals under
supervision. Case reviews also identify areas where further staff improvements and
coaching may be needed, in addition to providing helpful documentation for employee
performance evaluations.
2. Types of Case Reviews
a. Front-Loaded Case Reviews
i. Front-loaded case reviews are primarily used by supervisors or their designees for
reviewing newly assigned cases to all new probation and parole officers (PPOs).
ii. All PPOs in their probationary employment period will have a selected number of
their newly assigned cases reviewed under this category while in the training and
coaching (TAC) program. The specific number of cases and timing of the front-
loaded review is established in the TAC program.
iii. New PPOs are also encouraged to perform self-reviews on cases jointly identified
with their TAC Officer to ensure compliance with supervision standards. The
assigned TAC officer will then jointly discuss the front-loaded supervision review
with their trainee to ensure accuracy and to provide a learning and coaching
opportunity. Self-reviews do not replace supervisor or TAC Officer responsibility for
performing independent front-loaded case reviews of new PPOs.
b. Supervision Case Reviews
i. Supervision case reviews are performed by section supervisors, district managers,
deputy district managers, or their designees for all types of cases..
ii. Supervision case reviews may occur on any case assigned to the Division of
Probation & Parole.
iii. Supervision case reviews are conducted on any case supervised by PPOs who
have completed the TAC program and are no longer considered probationary
employees.
c. Critical Incident Case Reviews
Critical incident case reviews will take place on incidents deemed significant by division
leadership, the district manager, or the deputy district manager involving the supervision
of a person under the jurisdiction of the Division of Probation & Parole. For a full listing
of what will be reported as a critical incident, see SOP 105.02.01.001, Reporting and
Investigation of Major Incidents.
d. Direct Observation
Direct observation case reviews are just that – a direct observation by a supervisor of
the employee’s interactions with those under IDOC supervision. Supervisors can deem
the most appropriate means and timing to effectively conduct the review, i.e. observing
field work, an EPICS session, a client meeting, or any other client interaction – either in
person or via body worn camera footage. The intent is to observe how the officer
interacts with the client and effectively uses the training and skills they have to elicit
behavior change and compliance with court or Parole Commission conditions.

3. Supervisory Expectations
Supervisors are required to conduct case reviews using the Case Review Form and to meet
minimum expectations for frequency and content regarding the four types of case reviews
described below.
a. Front-Loaded Case Reviews
i. Front-loaded case reviews are primarily used for PPOs in the new officer training
(TAC) program.
ii. Section supervisors will conduct, or delegate to TAC officers or lead PPOs, a front-
loaded case review on cases assigned to new PPOs in the TAC, per the TAC
requirements, for compliance with the initial intake/re-entry and sign up processes
as outlined in SOP 701.04.02.001, Supervision Strategies. Section supervisors who
delegate case reviews remain responsible for oversight of the TAC officers or lead
PPOs who conduct those case reviews.
iii. Self-reviews may be completed by the new officer but must be reviewed for
compliance with department expectations by the assigned TAC officer or lead PPO,
with oversight from the section supervisor.
iv. Completed reviews must be used in the evaluation, coaching and training of new
probation and parole officers. Completed reviews must be discussed by the
reviewer with the new PPO and signed by both the PPO and the reviewer.
b. Supervision Case Reviews
Section supervisors or their designees must conduct supervision case reviews using the
following criteria:
i. A supervision case review must be completed on two cases per calendar year on
every individual PPO who has successfully completed their probationary period. If a
critical incident case review is completed on cases supervised by the officer, that
review counts toward the requirement.
ii. These reviews must be used to acknowledge, coach, mentor and evaluate officers
in the performance of their duties. They may also be used to provide specific
performance information for the annual performance evaluations of PPOs.
Completed reviews will be reviewed and signed by both the PPO and the
supervisor.
iii. Supervision case reviews will be randomly selected.
c. Critical Incident Case Reviews
Critical incident case reviews will be conducted using the following criteria:
i. A critical incident case review will occur on incidents deemed significant by division
leadership, deputy district and/or district managers as defined in SOP
125.01.01.001, Serious Incident Reviews and Internal Incident Reviews. Not all
critical incidents or situations that are reported (referred to as a 105 Report) need to
have a critical incident case review completed. For example, a person under
supervision who dies of natural causes does not require a case review. Only those
incidents deemed significant require a review.

ii. Critical incident case reviews will be completed within 30 days from the incident and
shared with the chief, deputy chief, and fidelity coordinator of the Division of
Probation & Parole.
d. Direct Observation Case Reviews
i. Direct observation case reviews will be completed at least once per calendar year
on every officer. These reviews can be accomplished in the field or office as
determined by the supervisor. Supervisors should carefully plan when and where to
conduct this type of review, so they accurately capture how the officer approaches
and interacts with people under supervision. Direct observation is intended to
provide the officer with meaningful feedback and coaching on how to improve their
ability to be effective in their supervision approach and use of effective interventions.
e. Case Review Records
i. Completed critical incident case review records must be forwarded to division
leadership and the fidelity coordinator to be maintained according to record retention
requirements by the Division of Probation & Parole at the department’s central
office.
ii. All other types of completed case reviews must be maintained electronically by the
section supervisor, district manager, deputy district manager, or designee in an
electronic file in each district and in accordance with record retention requirements
for personnel records maintained at district offices.
