BOARD OF CORRECTION IDAPA RULE None C. GOVERNING POLICY None D. PURPOSE All staff, contract personnel, and others professionally conducting the business of or with Idaho Department of Correction (IDOC) are issued and must have on their person, official IDOC identification (ID) cards while on duty or while in an IDOC facility to ensure both staff and public safety. E. RESPONSIBILITY 1. Human Resource Services: Review eligibility for and authorize retirement identification cards to eligible employees who have retired from the department 2. Supervisors and managers: a. Promote safety by requiring employees to wear identification cards b. Request identification cards from personnel that are separating from the department c. Destroy any identification cards that are turned in from personnel that have separated from the department 3. Employees: a. Wear their official IDOC identification card while on duty b. Report any lost, stolen, or damaged identification cards to their supervisor as soon as possible F. DEFINITIONS 1. Card Holders: IDOC employees, medical staff, contract personnel, mentors, temporary employees, and volunteers that are provided with an IDOC identification card. 2. Radio Frequency Identification Card (RFID Card): An identification card that uses electromagnetic fields to automatically identify the user. 3. Traditional IDOC Identification Card (IDOC ID): A photo identification card that does not use electromagnetic fields to automatically identify the user. G. STANDARD PROCEDURES 1. General Information a. ID cards will be issued to employees, medical staff, contract personnel, mentors, and to temporary employees and volunteers at the discretion of the division chief. b. ID cards remain the property of the department. Upon separation from service or partnership with the department, card holders are required to surrender their ID cards to their immediate supervisor or the worksite manager. While on duty, card holders are expected to produce, upon request, their official ID card. The official ID card must be always worn and visible while at any IDOC work site. d. Using another person’s ID card to enter any IDOC office or facility is prohibited. e. Card holders are required to maintain department-issued ID cards with the greatest care. Loss of or damage to an ID card must be reported immediately to a supervisor and the Central Office designee. f. Negligent and careless handling of department property may be grounds for disciplinary action. 2. Issuance of Identification Cards a. Card holders will be issued one of two types of official ID cards, depending on their worksite. The two types of ID cards for card holders are the traditional IDOC ID and the IDOC RFID. Either of these cards are to be accepted as official IDOC identification at any IDOC office or facility. b. Certain retired personnel may be issued a retirement ID card if they meet the requirements described in Section G.6 of this policy. c. Regardless of the type of official ID card issued by their appointing authority, all ID cards must be kept current with photographs no more than five years old. d. Card holders are required to surrender any old ID cards to their immediate supervisor or worksite manager. Supervisors will destroy old ID cards in a manner that makes the card unusable by another person. e. ID cards will be printed by the Central Office designee. i. Worksite designees must email the photo and position information to badges@iddoc.onmicrosoft.com or complete the form on E-doc and distribute the cards upon receipt. ii. The Central Office designee will create and distribute ID cards for all individuals located at Central Office and create and send ID cards to the worksite designee for all other locations. f. Within 30 days of a card holder’s job role or worksite location change, the worksite designee must email badges@iddoc.onmicrosoft.com or complete the form on EDOC with the updated information to obtain a new ID card. g. ID cards have different colors assigned to reflect the card holder’s relation to IDOC. The following colors will be used: i. Staff: blue ii. Medical: magenta iii. Volunteer: green iv. Mentor: orange v. Contractor, Escorted Visitor, and temporary card: yellow 3. IDOC ID Photo Requirements To maintain uniformity, ID card photo standards have been established: Document Number: 215.01.01.001 Version: 1.0 Title: Department Identification Cards 4 of 5 Idaho Department of Correction a. The background of the photograph must be an American flag which must be three feet by five feet in size. b. The flag must be hung vertically with the stars in the upper left corner of the photograph as pictured in the example below. c. Photographs must not be “selfies” or photographs of other photographs. 4. Traditional IDOC Identification Cards IDOC ID cards will be issued to card holders working at sites that do not have a keycard entry point system. 5. IDOC RFID Cards a. IDOC RFID cards are used at sites equipped with a keycard entry point system and will be used as official identification at other sites. b. IDOC RFID cards will restrict the card holder’s access to authorized areas only. If a card holder’s duties require access to other areas of the building or facility, they can request permission to access other areas by having their supervisor email badges@iddoc.onmicrosoft.com. c. Card holders must use their IDOC RFID card on the keycard entry point to enter their place of work every time they enter their place of work. Bypassing this requirement or attempting to enter the building after someone else uses their ID card on the keycard entry system is prohibited. Note: The IDOC RFID card must not be punched with a hole of any kind, including to wear it on a lanyard. Any hole or perforation will deactivate the card and will prevent access. 6. Retirement ID Cards a. Retirement identification cards may be issued to retired employees who have retired from positions requiring Peace Officer Standards and Training (POST) certification or those hired prior to July 1, 2005, that were required to attend an academy. b. Employees must also have retired from the department in good standing to be eligible to receive the card. c. The retired employee must submit a request to Human Resource Services (HRS) to obtain a retirement card. HRS staff will review employee personnel records to determine eligibility and inform the Central Office designee. H.
