SCOPE
This Standard Operating Procedure (SOP) applies to all Idaho Department of Correction
(IDOC) personnel who are involved in the Reception and Diagnostic Unit processes.

Policy 301, Taking Offenders into Departmental Custody
D. PURPOSE
The purpose of this SOP is to provide guidance regarding the process of receiving residents
committed to the IDOC.
E. RESPONSIBILITY
None
F. DEFINITIONS
1. Contraband: Anything--of any kind--that is prohibited by Board, department, or facility
rules, policies, directives, or standard operating procedures. Contraband also includes
anything—of any kind--that a facility head has not approved for possession by an inmate
or to bring into a facility or onto IDOC property. Contraband includes but is not limited to
tobacco, cell phone(s), or telecommunication equipment, controlled/illegal substances,
firearms or dangerous weapons, ammunition/explosives, and escape tools or devices.
Introducing contraband into a correctional facility is a crime per Idaho Code § 18-2510.
2. LSI-R: The Level of Service Inventory – Revised (LSI-R) is an actuarial assessment tool
designed to identify an individual’s risks and needs in regard to recidivism. That is, the
LSI-R seeks to classify a resident’s risk of re-offending as well as identify their specific
criminogenic needs and protective factors.
3. Parole Violator: A Parole Violator (PV) is an individual who is in the physical custody of
IDOC for violating the terms of their parole.
4. Reception and Diagnostic Unit (RDU): Initial housing for newly committed residents--
except those under sentence of death--where orientation, screening, assessment, and
classification occur.

5. Resident: A person who has been convicted of a crime against the laws of the state
and ordered into the care and custody of the Board of Correction. Resident includes
any use in Idaho law, Board of Correction rule, or IDOC policy or procedure of the
terms “offender(s),” “prisoner(s)”, “inmate(s)”, “incarcerated person(s)”, or any other
term referring to a person residing in a correctional facility in the care and custody of
the Board of Correction.
6. Rider: An IDOC resident whose sentence is Retained Jurisdiction is also known as a
Rider. A Rider is an individual whom the court has committed to the legal and physical
custody of IDOC while retaining jurisdiction over the individual for up to 365 days.
7. Static-99 Assessment: The Static-99 is a ten-item actuarial assessment instrument for
use with adult male sexual offenders who are at least 18 years of age at time of release to
the community. Static-99/R is the most widely used sex offender risk assessment
instrument in the world.
8. TABE Test: The Tests of Adult Basic Education (TABE) is a nationwide assessment that
provides valid and reliable measurement of the skills that adults need to succeed, both in
employment and in life.
9. Termer/Timer: A Termer/Timer is an individual that a court has been committed to the
physical and legal custody of IDOC for a term of at least one year.
10. VRAG-R Assessment: Violent Risk Appraisal Guide is an actuarial risk assessment for
use with adult male offenders, involving a mathematical technique applied to determine
what factors were present in offenders who later went on to commit violent crimes.
G. STANDARD PROCEDURES
1. Arrival Procedures
Facility Post Orders must outline procedures regarding the intake process and transferring
residents. Additionally, the following procedures will be met:
a. Upon arrival, all inbound residents must be verified and accounted for by receiving
staff.
b. An unclothed body search of each resident must be performed.
c. Contraband must be confiscated and documented.
d. Clothing from the sending county must be returned.
2. State-Issued Clothing
Residents must be provided with state-issued clothing per SOP 320.02.01.001, Property:
State-issued and Resident Personal Property.

3. RDU Housing
a. Residents will be escorted to the appropriate RDU housing assignment.
b. Every resident will receive basic hygiene items in accordance with SOP
306.02.01.001, Hygiene of Residents, Resident Barbers, and Facility Housekeeping.
c. Additional supplies will be issued:
i. Pencil – 1
ii. Flexible pen – 1
iii. Suicide Prevention Pamphlet
iv. Resident Handbook specific to the receiving institution (ISCI, PWCC, or SBWCC)
v. Prison Rape Elimination (PREA) pamphlet
vi. RDU Intake Packet
vii. Medical Intake Packet (provided by Contract Medical Staff)
viii. RDU FAQ (Frequently Asked Questions) Sheet
d. Female intake facilities will also issue the following items:
i. Shampoo – 1
ii. Deodorant – 1
iii. Night Gown – 1
iv. Wash Cloth – 1
v. Indigent Envelopes - 5
4. Intake Packets
a. Upon receiving the Intake Packets:
i. Residents must fill out the intake packet completely and legibly.
ii. Intake staff must review each page of the intake packet, providing a staff signature
where appropriate. If a resident identifies a safety concern, staff must immediately
review the concern with the resident and document what was said in the space
provided. Legitimate threats to safety/security must be forwarded to the shift
commanders as well as facility investigations accompanied by an Incident Report
before the end of the shift.

b. The Adult Education Intake Form must be forwarded to the education program director
or designee.
c. The remainder of the completed Intake Packets must be sent to the receiving
institution’s Records office and the following will occur:
i. Records will update Vital Statistics and Emergency Contacts
ii. Records will remove the Security Threat Group Questionnaire and the
Reception/Diagnostic Unit Questionnaire and forward them to facility
investigations.
iii. Records will e-file remaining paperwork in the Central File.
5. Medical Screenings
Contract medical staff must complete a medical screening in accordance with SOP
401.06.03.032, Receiving Screening and will perform the following:
a. Test every resident’s blood sugar
b. Identify any allergies
c. Complete an initial tuberculosis test
d. Complete a vision test
e. Measure resident weight
f. Check vital signs
g. Conduct a basic mental health screening in accordance with SOP 327.02.01.001,
Mental Health Services System
h. Administer a pregnancy test upon arrival (women’s facilities only)
i. Screen for lice (women’s facility only)
6. Diagnostic Processes
To fully complete the RDU Process, the following diagnostic processes must be
completed:
a. Physical Examination (Contract Medical Staff)
b. Blood Draw (Contract Medical Staff)
c. Dental Examination (Contract Medical Staff)

d. Mental Health Assessment (Mental Health Clinician)
e. Mental Health Referral for Medication Management, if applicable (Psychiatrist)
f. PREA Screening (Contract Medical Staff or Assigned Screener)
7. Records Intake Processes
a. The ID Officer will take an intake photo and print a resident ID
b. The ID Officer will take photos documenting any scars, marks, or tattoos (SMTs) on
each resident.
i. The ID Officer will upload SMTs into the resident’s photos.
ii. The ID Officer will document any new SMTs.
c. The ID Officer will take fingerprints and forward a list of completed fingerprints to a
designated RDU Staff Member for tracking purposes.
d. DNA Test – The ID Officer must identify if a DNA test is needed and will collect a DNA
sample on the resident per SOP 326.00.01.001, DNA Collection Procedures.
Completed DNA collection kits, including samples, must be submitted to the Idaho
State Police, Forensic Services
e. Initial Classification – An initial classification will be completed for Termers and Parole
Violators by the RDU Case Manager and served to the resident, per SOP
303.02.01.001, Classification: Inmate.
8. Programming and Education Intake Processes
a. Case Plan – the RDU Case Manager must develop a case plan to address a
resident’s risk and needs per SOP 607.26.01.014, Program Management for Inmates.
This plan will be shared with the resident.
b. Rider Evaluation – the RDU Case Manager must complete the Rider Evaluation as
outlined in SOP 303.02.01.001, Classification: Inmate. The RDU Program Manager
must review and approve the Rider Evaluation.
c. TABE Locator Test – Education Staff must administer the TABE Locator Test per SOP
607.26.01.012, Education Practices, Procedures, and Placements.
d. LSI – the RDU Case Manager must administer the LSI per SOP 607.26.01.014,
Program Management for Inmates. If a resident has not had an LSI-R completed
within 1 year of entry into the RDU, RDU staff must complete an LSI-R and document
it appropriately.

e. Static-99 and VRAG-R Assessments must be administered by the RDU Case
Managers as needed, using approved assessment manuals and tools, in accordance
with SOP 607.26.01.014, Program Management for Inmates.
9. Additional Intake Processes
The following additional processes may be completed as needed:
a. Serving Parole Commission Warrant, Report of Violation, and Notice of Rights
b. Serving Notice of Parole Violation Hearing
c. Facilitating on-site hearing with Parole Hearing Investigator
d. Serving notice of Parole Revocation Hearing
e. Facilitating Parole Revocation Hearing
f. Assisting resident to develop a parole plan
g. Providing residents with notice and/or copies of detainers
h. For Riders only: preparing a Placement Letter for the Court informing them of the
resident’s assigned programming, facility placement recommendation, and estimated
duration of treatment. A facility designee will e-file the Placement Letter.
i. Release planning, as needed, to include an application for transfer under the
Interstate Compact for the Supervision of Probationers and Parolees
