SCOPE
This Standard Operating Procedure (SOP) applies to all clients under the jurisdiction and
supervision of the Idaho Department of Correction (IDOC) Probation & Parole Division.

Policy 701, Probation and Parole Supervision Strategies
D. PURPOSE
To establish guidelines for approval and documentation of client travel.
E. RESPONSIBILITY
None
F. DEFINITIONS
1. Travel Permit: Written documentation authorizing a client to engage in travel which has
been approved by the supervising officer.
2. Client: A person who has been convicted of a felony and placed on probation to the Board
of Correction, released from a state penitentiary on parole, or released on parole or
probation from another state and residing in the state of Idaho. The term client includes any
person designated as “offender” or any other term in Idaho statute, Board of Correction
rule, or IDOC policy or procedure where such term refers to a person under the custody of
the Board of Correction and placed on probation or parole supervision.
G. STANDARD PROCEDURES
1. Client Travel Authorization and Requirements
a. Any client being supervised by the IDOC Probation & Parole Division must not leave
Idaho without permission from their supervising Probation/Parole Officer (PPO) or
designee.
b. Travel within the State of Idaho is permitted for all clients, without a written travel permit,
subject to seven (7) exceptions. Travel within the State of Idaho is restricted as follows:

i. Any client who has an active domestic violence protection or no-contact order must
not travel outside of their assigned district unless permission to travel is granted, in
writing, by the supervising PPO or designee.
ii. Any client who has a court or parole commission-ordered condition(s) specifically
limiting or restricting the client’s travel to certain geographic areas must comply with
that condition. Only the court or parole commission can modify any restrictions to
travel that are specifically listed as an official condition.
iii. Any client being supervised by an Idaho treatment court must obtain permission to
travel within Idaho or outside Idaho through the treatment court approval process or
as directed by the assigned treatment court PPO.
iv. Any client assigned to a sex offender caseload must not travel outside of their
assigned district unless permission to travel is granted by the supervising PPO or
designee in writing. (See SOP 701.04.02.006, Sex Offender Supervision and
Classification)
v. Any client who has not made any payment for more than 90 days towards each of
the following categories that has an outstanding or ongoing balance:
1) Child support
2) Court restitution
3) Court fines
4) IDOC cost of supervision
vi. The client’s PPO or designee may approve travel on a case-by-case basis based on
the client or client’s immediate family’s medical needs or legal proceedings. The
client may resume intra-state travel by entering into, and complying with, a financial
payment agreement to remedy the delinquent payments.
vii. When the client’s PPO or designee believes the client should be restricted from
travel based on the client’s current behavior. The PPO must be able to articulate
the current behavior of the client that, in the judgement of the PPO or designee,
poses a risk to public safety.
c. A client must submit a request to travel inside the state of Idaho as required by Section
1b or outside the state of Idaho as required by section 2 to the supervising Probation &
Parole Officer (PPO) or designee. This request can be accomplished in person, through
a text or e-mail, or via the Laserfiche travel permit process. The supervising PPO or
designee may determine their preferred method of communication. The client should
maintain a copy of a written travel permit on their person or in their immediate presence
while they are traveling out of Idaho. Written permits are not required for travel within
Idaho.

d. No client is permitted to travel outside their assigned district, including intra-state travel,
during the first 90 days of supervision unless the client has verifiable employment, a
medical need, a family emergency, or legal proceeding that requires travel during the
first 90 days.
2. Travel Outside the State of Idaho
a. When deciding whether to grant permission for a client to travel outside the state of
Idaho, the supervising PPO or designee will review the rules of the Interstate Compact
for Adult Offender Supervision (Compact). (See also SOP 704.04.02.001, Interstate
Compact Agreement.)
b. The Compact addresses three (3) scenarios for travel outside the state of Idaho:
i. Transfer of supervision to another state
When a client has applied for transfer of supervision to another state, the client must
not relocate to the receiving state without receiving that state’s acceptance of the
transfer or approval of reporting instructions. The client must submit a written travel
request from IDOC Probation & Parole in addition to the receiving state’s approval
or reporting instructions. Upon receipt of the receiving state’s approval or reporting
instructions, the supervising PPO or designee may issue a written travel permit to
the client. The written travel permit must include the reporting instructions directing
where and how the client is to report in the receiving state.
ii. Temporary out of Idaho travel
1) This includes, but is not limited to: the client leaves Idaho and temporarily stays
in another state, to vacation, visit family, attend a conference or training
connected to their employment, receive medical care, or attend to legal matters,
etc. The client does not intend to stay or reside in the other state and will return
to Idaho.
2) The supervising PPO or designee may issue a travel permit to the client at the
PPO’s discretion. A discretionary travel permit issued under this section may not
be authorized for longer than 45 consecutive days.
iii. Travel for regular employment or medical care
1) A travel permit may be issued by the assigned PPO or designee to authorize
daily or repeated trips to an out-of-state location, most commonly for
employment or medical care not available in Idaho.
2) This travel permit is appropriate when a client’s county of residence in Idaho
adjoins another state, such as Washington or Oregon, and the client is
employed or receives medical care in the adjoining state. The client returns to
their residence in Idaho each day.

3) These travel permits may be issued for up to six (6) months and must be
documented in IDOC’s client management system. A client may submit written
requests to renew this type of travel permit for additional six-month time periods.
It is recommended that the supervising PPO or designee conduct a criminal
history check to verify compliance prior to renewing any such travel permit.
3. Additional Requirement for clients convicted of a sex offense
If the client is a sex offender, the supervising PPO or designee will submit a notification to
the Interstate Compact Team at IDOC central office, with a copy of the travel permit
attached so that the proper authorities in the state being visited can be notified. This is a
courtesy to the visiting state and ensures compliance with federal and state sex offender
registration requirements.
4. International Travel
a. Travel outside the United States and its territories is generally not allowed.
b. When international travel is requested, the steps below must be followed. If approval is
denied at any step, go directly to Step 4.
