Purpose The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure509.02.01.002. The warden has oversight responsibility. General Statement This field memorandum is subject to revision at the discretion of the Warden of this facility, Chief of the Operations Division (or designee), or Director of the Idaho Department of Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion. LOCK SHOP LOCATION ISCC has identified the armory building in the south vehicle sally-port as the institutional lock shop. Only authorized personnel are to enter the lock shop. Signage on the lock shop door identifies those authorized to enter as; assigned personnel, shift commander, captain and administrative personnel. KEY RING STORAGEISCC will maintain key sets in the following locations:Central Control will maintain key sets for security staff, support staff and emergency key sets.The key watcher will maintain key sets for security staff, support staff, administrative staff and medical. Unit controls will maintain key sets for their assigned security staff and support staff. The key cabinets in unit controls are lockable cabinets however, these cabinets are not required to be locked as they are in a secured location with staff assigned 24/7. PIE key cabinet will remain locked at all times as its location is not considered secure. KEY ISSUE AND EXCHANGE Keys are issued using a chit exchange system or the Keywatcher system. Staff shall exchange a photo chit (consisting of a plastic strip with the staff’s photo and name) for any keys necessary to perform their duties. Staff authorized to have access to the Keywatcher system will do so by user ID and password. Only the keys authorized may be checked out and must be returned the same day. Staff will not give their user ID and password to any other staff member. The captain, and the locksmith have access to the database to enter or remove staff from the Keywatcher. The training sergeant shall contact the ID office and initiate photo chits for new staff and replacement chits for existing staff. Those chits are to be used for the issuance and exchange of keys. If anyone has forgotten or has not been issued the proper chits, he may not use a substitute chit. Permission to obtain keys without a chit will be granted by the shift commander or higher authority. TRANSPORT RESTRAINT KEYSCentral control will maintain ISCCtransportation restraint key sets, these sets will have a weapons locker keyincluded the key rings. These set are to be issued only to assigned transport staff. EMERGENCY KEYS Central control will maintain, in a separate locked key cabinet, containing the emergency keys for ISCC. ISCCs Emergency backup set of keys is located at ISCI control. These keys will be issued only upon the approval of the shift commander or higher authority. Emergency keys will not be issued for the normal operations of the institution(s). REFERENCES SOP 509.02.01.002 Key Control – End of Document –
