Purpose The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure 507.02.01.011.The Deputy Warden of Security has oversight responsibility. General Statement This field memorandum is subject to revision at the discretion of the warden of this facility, chief of the Operations Division (or designee), or director of the Idaho Department of Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion. TYPES OF FIREARMSFirearms purchased and maintained at ISCC will be as authorized by SOP 507.02.01.011.STORAGE OF FIREARMS AND AMMUNITION All firearms not in service due to inspection or repair are to be stored in the armory which is located outside on the south end of the facility. All firearms will be stored in the armory or sub-armory to which they are assigned. Firearms in duty posts, e.g., Central Control and Outside Patrol, are not considered to be in storage. All firearms and ammunition will be stored in a safe and secure manner. Ammunition and less lethal/chemical munitions will be rotated as new shipments come in to ensure that the old stock is used first. Ammunition assigned to armed posts will be rotated on a quarterly basis per SOP 507.02.01.011 Firearms. VISITING LAW ENFORCEMENT AGENCIES Staff from visiting law enforcement agencies will store their firearms in the gun lockers located in the outside armory. In the event their vehicle will not be entering the facility, and it will remain outside the fences, they may secure their firearms in the trunk of their vehicle. ISSUE OF WEAPONS Weapons may only be issued to an authorized person who possesses a current Weapons Qualification Card for the type of weapon to be issued. Staff are required to carry their qualification cards while on duty and are required to display their qualification cards prior to being issued a weapon. Weapons will only be issued to those currently qualified. The quarterly weapons qualification list distributed to the Control Center, shift commanders, and posted in the armory, will not be used in place of the officer’s qualification card. Any weapon that is issued from the armory will be logged in and out using appendix B of SOP 507.02.01.011 Firearms. A new appendix will be posted each month. The weapons will then be cased when applicable and the armory secured. Weapons will not be taken off institutional grounds unless authorized by the facility head or designee, except in the normal course of duty such as transport. ARMORY DESIGNATION AND ACCESS The armory is located outside on the south end of the facility inside the vehicle sally port.
