Purpose
The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure 507.02.01.002.
General Statement
This field memorandum is subject to revision at the discretion of the Warden of this facility, Chief of the Operations Division (or designee), or Director of the Idaho Department of
Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion.
Escape Preparation
Escape bags are located in the emergency ready room. Each bag includes: Maps, post assignment, rules of engagement, a flashlight and spare batteries, flex cuffs, cutters, binoculars,
and evidence bags. A radio and spare battery are stored in the emergency ready room.
Escape action plan with checklist is located in central control and the shift commander’s office.

Activate The Incident Command System
Assume incident command.
Assign a recorder to document all orders given by the incident commander.
Begin preparing the Incident Briefing Form (ICS Form 201). The ICS Form 201 serves as the initial Incident Action Plan (IAP) until a Planning Section has been established and generates,
at the direction of the incident commander, an IAP.
Notify the facility duty officer.
Designate a command post. (Preferably the shift commander’s office.)
Assign an operations chief for institutional operations and total recall. Initiate a total recall and assign an operations chief to oversee the institution and count.
Assign an operations chief to organize the escape response.
Assign an investigative chief.
Request necessary staff to respond, to include other institutions if warranted.
Assign a staging manager –staging area will be the visiting courtroom.
Designate planning chief.
Refer to appendix A- Incident Commander checklist.
Facility Duty Officer
Notify the IDOC administrative duty officer and the deputy chief of operations of the Prisons unit.
The IDOC administrative duty officer is responsible for informing the IDOC public information officer in a timely manner.
Operations chief- Institutional Operations
Refer to appendix B – Institutional Operations checklist.
Central control will be the Institutional operations recorder.
Manage all institutional procedures related to total recall.
Have all unassigned security staff and program staff report to the staging area.
Offenders are to be returned to their housing units in an organized manner, in groups no larger than 20.
Conduct a standing ID count in accordance with 501.02.01.001 (ISCC FM) Offender Counts.
Restrict movement out of the facility to assigned responders only.
Operations Chief- Escape response
Refer to Appendix C- Operations Chief Escape Response checklist.
Assign a recorder to document escape response.
Designate a search team leader.
Post a second outside patrol.
Assign an investigative team leader.

Conduct searches of all buildings within the facility.
Conduct a perimeter search for the avenue of escape.
Establish 5 two-person armed security checkpoints. (Security check point bags are in the emergency equipment room.)

Assign staff to make an escape packet. (Should include escape fliers to be issued to search team.)
Establish a crime scene unit for the offender’s cell.
Establish a crime scene unit for the avenue of escape.
Notify Ada County Sheriff’s department when directed by the Operations Chief. Include escape fliers in the notification.
When an offender escapes from a prison facility or walks away from a CWC or vocational work project, the county where the crime took place is responsible for issuing the arrest warrant
and prosecuting the offender for the escape. To ensure that law enforcement is alerted in the Escape/Walk-away Response and that an arrest warrant is issued, follow procedures outlined
in SOP 507.02.01.002 Escape/Walk-away Response.

Assign staff and begin planning for staffs recall.Initiate staffs recall when directed by the Incident commander.
Notify South Boise complex of incident and compile staffing resources.
Establish the following units:
Resources Unit:Responsible for all check-in activity and for maintaining the status on all personnel and equipment resources assigned to the incident.
Situation Unit: Collects and processes information on the current situation prepares situation displays and situation summaries, develops maps and projections.
Documentation Unit: Prepares the Incident Action Plan, maintains all incident-related documentation, and provides duplication services.
Deactivation Unit: On large, complex incidents, the Demobilization Unit will assist in ensuring that an orderly, safe, and cost-effective movement of personnel is made when they are
no longer required at the incident.
Begin preparing the Incident Briefing Form (ICS Form 201), an eight-part form that provides an Incident Command/Unified Command with status information that can be used for briefing
incoming resources, an incoming Incident Commander or team, or an immediate supervisor. The basic information includes:
Incident situation (map, significant events)
Incident objectives
Summary of current actions
Status of resources assigned or ordered for the incident or event
Escape while in Transit
If an escape occurs during transit, the supervising staff shall do the following:
Notify the local law enforcement agency in the jurisdiction where the escape occurred.
Notify the facility where the offender was assigned.
Contact the shift commander for instructions.
