General Statement This field memorandum is subject to revision at the discretion of the warden of this facility, chief of the Operations Division (or designee), or director of the Idaho Department of Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion. TABLE OF CONTENTSVisitor1Medical Emergency With or Without Injuries1Security Emergency2Citizen’s Claim Procedure3References3 VISITOR The term visitor as it is used in this field memorandum shall apply to any non-IDOC person on the property that ISCC oversees. This includes the parking lots and other buildings/areas under ISCC watch. The following procedures should be followed when dealing with emergency situations involving visitors. MEDICAL EMERGENCY WITH OR WITHOUT INJURIES ISCC Staff will: Notify central control of the nature of the emergency and initiate ICS Request additional security staff if needed Request Medical Response respond to the incident area to evaluate the visitor Isolate and contain the incident area to provide for the safety and security of the visitor and responding personnel. This may require offenders to be separated and secured in a separate holding area. Notify central control to call for outside emergency services if: Medical Response or the shift commander advise to do so due to the severity of the emergency The visitor himself requests such service Once the visitor has been stabilized and cared for: Initiate an informal count of all offenders in the area to ensure accountability Take photographs of the incident area and any injuries the visitor sustained if he gives consent to do so Log the incident in the area log book in red ink. Each staff member involved in the incident will complete information reports prior to leaving shift. Submit copies of all information, accident reports, related reports, and pictures to the Administrative Support Manager for distribution to Department of Administration, Risk Management. SECURITY EMERGENCY If a visitor becomes aggressive and is actively assaulting another visitor, offender, or staff, measures shall be taken to stop the action from continuing. ISCC staff will: Notify central control of the security emergency and initiate ICS Request additional security staff if needed Request Medical Response respond to the incident if needed Isolate and contain the incident to provide for the safety and security of the visitor and responding staff. This may require offenders be separated and secured in a separate holding area. Give loud verbal commands for the visitor to cease the violent behavior. If the visitor does not comply with directives and is putting someone in imminent jeopardy of serious bodily harm or death, then reasonable force may be used to stop the behavior. This may include use of physical control, oleoresin capsicum (OC) or restraints if absolutely necessary. The shift commander will determine if the assistance of local law enforcement will be requested. Once the incident has been resolved staff will: Initiate an informal count of any offenders in the incident area to ensure accountability. Take photographs of the incident area and any injuries sustained by offenders or staff. Take photographs of any injuries sustained by the visitor if they give consent. If questionable, treat the area as a crime scene. Log the incident in the area log book in red ink. Each staff member involved in the incident will complete information reports, including Use of Force reports, prior to leaving shift. Submit copies of all information, related reports, and pictures to the Administrative Support Manager for distribution to Department of Administration Risk Management. CITIZEN’S CLAIM PROCEDURE Should a visitor wish to file a claim he/she is required to submit a Notice of Claim. The claim must be filed within 180 days from the date the claim arose or should have been reasonably discovered. The claim must be submitted to the secretary of state.Idaho Secretary of StatePO Box 83720Boise, ID 83720-0080Fax208-334-2282 The claim must accurately describe the time, place, conduct and circumstances from which the injury or damage arose. Also attach repair estimates, bids, medical information, or other documentation which will aid in processing the claim. The claim must include the claimant’s name, mailing address, and phone number. All information must be legible. Reference Idaho Code, Title 6, Chapter 9 if additional information is needed.
