HomeMy WebLinkAbout501.02.01.002 (ISCC FM) Visibility Restriction Ver 1.1 **___________________________________________ This document was approved by Randy Blades, Warden of ISCC on 10/06/2015 (signature on file) Purpose The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure501.02.01.001. General Statement This field memorandum is subject to revision at the discretion of the warden of this facility, chief of the Operations Division (or designee), or director of the Idaho Department of Correction. All shifts3References3 PROCEDURAL GUIDELINES The shift commander is responsible for determining when to initiate visibility restriction.Whenever a visibility restriction occurs, the notification will be transmitted on the institutional radio system and the public address system indicating what type of restriction exists. The public address system is not to be used between 2230 and 0600 hours.The shift commander is responsible for removing the visibility restriction.PERIMETER SECURITY During visibility restriction staff in patrol positions must be armed with shotgun and Glock pistol. A second OSP will be posted will be armed with a shotgun and Glock pistol. Staff must possess a current weapons qualification card. INMATE MOVEMENT Inmatemovement will occur inside the facility only. Outside movement will be prohibited. The shift commander may modify inmate movements for trash removal etc. If there is a power outage during the hours of darkness, inmates will be secured where they are located at the time of the outage until staff can safely escort them back to their housing units. During any movements, officers will be posted between West Wing, North Wing and PIE. DINING FACILITY MOVEMENT Officers will be posted between West Wing, North Wing, crash gates, entrance and exit of the dinning facility. Each unit will be open allowing inmates to move from their units to the dining facility according to schedule. Pill call will continue as normal. Diabetic movement will also proceed as normal. RECREATION When visibility restriction occurs during outside recreation a recall will be announced and an institutional count will take place prior to any other actives. Recreation staff will conduct security sweep of the outside and inside recreation area to ensure all inmates have departed the areas and returned to their units. Outside recreation will be closed during visibility restriction and the gyms will remain open. Gyms will have a capacity of 75 in gym A and 50 in Gym B. ALL SHIFTS During necessary movements, staff will be positioned in key locations to decrease the possibility of escape. The breakfast, lunch, and dinner schedules will remain on the normal schedule. A formal count will be conducted at the completion complex transports and any major movement outside of the facility. Movement from PIE must be approved by the shift commander. PIE inmates will be escort by PIE staff whenever an inmate needs to leave the PIE building and enter the main facility. Count slips are required. If for any reason count does not clear, a total recall will be conducted. At thediscretion of the shift commander, the kitchen maybe authorized to retain a number of inmate workers. Inmates working at ISCC from SICI will be transported to SICI, only after ISCI’s count has cleared. The shift commander may make exceptions. Once count has cleared, inmates may be allowed movement. Any vehicles/ Transports into the facility must be cleared by the shift commander. CLEARING VISIBLITY RESTICTION Visibility restriction can be lifted after a formal standing ID count is completed and cleared.
