HomeMy WebLinkAbout320.02.01.002 (ISCC FM) Property Religious V2_____________________________ This document was approved by Jay Christensen, Warden of ISCC Purpose The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure 320.02.01.002 General Statement This field memorandum is subject to revision at the discretion of the warden of this facility, chief of the Operations Division (or designee), or director of the Idaho Department of Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion. SEGREGATION Because inmates in segregation are not allowed access to religious ceremonies or services outside of their cell and shall not have full access to property items that are approved for the general populations, the following steps will be in place for inmates when they need access to religious personal property items. The inmate will request in writing to the unit sergeant the following: What previously authorized item he is requesting What days he is requesting to use the item How long he will need to use this item This item will be housed in a central location designated by security needs. The decision and location shall be documented using an Operations Order. If this item needs to be outside the cell throughout the week(s), a check out/in log (appendix A) will be used to document when and who is checking this item out/in. All items will be logged by staff to ensure their location. At no time will the item be used for anything other than its original intended purpose. PURCHASE OF PERSONAL RELIGIOUS PROPERTY/ITEM This procedure refers to the purchase of personal religious property and items to be maintained either in an inmate’s cell/bunk area per restrictions outlined in SOP 320.02.01.001 Property: State Issued and Inmate Personal Property, or in theReligious Activities Center as outlined in SOP 320.02.01.002, Property: Religious, Section 2. Religious property is made available for purchase through the Union Supply Direct catalog and website. Items in the catalog are specific to the IDOC Religious Property SOP 320.02.01.002. All religious items must be purchased via Union Supply or commissary. On occasion, an inmate may request to purchase an item that is not made available through the Union Supply. If this occurs, the following steps should be taken. The inmate will submit a concern form to the facility VRC explaining the item they would like to purchase and what vender they plan to use. The VRC will determine if the property is authorized by policy, or if a new religious request is required. If the property is not authorized the VRC will respond as such. The VRC will make a C-note under “Property Issues” stating the decision. The VRC will contact the inmate to determine if the request for the item will be considered as a request for a new and unfamiliar religious item or component in compliance with SOP 403.02.01.001, Religious Activities, Section 9. If the property is authorized, the VRC will indicate approval on the concern form and send back to the inmate and make a C-note under “Property Issues” stating the decision. The Inmate will order the item in compliance with policy restrictions (size, composition, etc). Approved property received by the mail room will be forwarded to the property office to be inventoried and issued to the inmate per SOP 320.02.01.001 Property: State Issued and Inmate Personal Property. The religious property will not be sent to the Religious Activities Center for issue. CEREMONIAL PERSONAL RELIGIOUS PROPERTY CHECK-OUT PROCEDURE This procedure refers to ceremonial personal religious property maintained in the chapel.
