Purpose
The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure320.02.01.001.
General Statement
This field memorandum is subject to revision at the discretion of the Warden of this facility, Chief of the Operations Division (or designee), or Director of the Idaho Department of
Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion.
Offender Moves to Another FacilityThe unit staff will inventory property the day before the scheduled move. The 3rd shift will be responsible for completing this inventory. All personal
property will be inventoried, stored, signed for and forwarded to the property room prior to 3rd shift leaving post.Offenders may keep in their possession the following items:Prescription
medicationsProsthesis or other assistive devices such as hearing aids, vibrating watches, etc.Prescription glassesState issued ID cardRing (band)State issued clothing and linenProperty
being sent to an institution of a higher custody level will be searched and inventoried by unit staff. Unit staff will confiscate items not authorized at the receiving institution and
complete required paperwork (confiscation form, disposition, and withdrawal) and the disposition process prior to the offender being transferred.Property forwarded to ISCC will be inspected
by the property officer(s) prior to being issued to the offender. It will be the property officer’s responsibility to ensure that all property entering the institution is within established
property limits as outlined for medium custody offenders. If an inventory does not accompany the property, one must be done at this time.OFFENDER MOVES TO ISCCTransfer from other institutions
may keep their personal shoes presuming they were purchased from commissary according to policy and are listed on the sending institution’s inventory.New commitments (parole violators,
work center transfers, and out-of-state transfers) may keep their braces and orthotic equipment such as knee braces, elbow braces, ankle braces, etc., for 90 days so long as they do
not have metal parts. Braces and orthotics with metal parts will be reviewed on a case by case basis.Within this 90 day period, the offender shall submit a health services request (HSR)
and be seen by a medical provider to have his personal brace/orthotic replaced by the medical contractor should it be determined that the offender needs it. Once replaced, the offender’s
personal medical equipment is to be confiscated and will be disposed of in accordance to policy.Should the personal medical equipment be lost, damaged, or stolen, neither the IDOC, IDOC
staff, nor IDOC contract medical providers will reimburse the offender for the cost of his personal medical equipment.During the inventory process, any electrical devices will be tested
to ensure they operate properly. Offenders with flat screen televisions will be allowed to keep the packing boxes in their cells; however, they may be used only for the transport of
the television when the offender is moved to another cell or facility. If the boxes are used for any other purpose, they will be confiscated.IDENTIFICATION CARDSRefer to SOP 320.02.01.001
Property: State Issued and Offender Personal Property. If an offender damages or loses his identification card, or if the offender alters his appearance to the extent that the picture
on the ID no longer provides a good likeness of the offender, the offender shall replace the ID card at his expense. The replacement cost of the card is three dollars ($3). If the offender
is indigent, as verified by staff, the card will be replaced at no cost to the offender.The judgment of a replacement ID will be that of security staff and not the offender.The old ID
card will be taken from the offender upon distribution of the new ID card.ID cards will be worn on the chest area of the body. ID cards will display the colored yard sticker on the
front of the ID not covering the face, name or number of the inmate.Restrictive HousingOfficer(s) completing the property inventory may elicit the assistance of the affected offender’s
cellmate in separating property. Other offenders may not be used to assist with the actual inventory itself or with removing property from the tier to the office.Receiving and escort
staff will collect personal items from the offender in restrictive housing and take them back to the unit to be added to the inventory.Unit staff will complete a restrictive housing
pull (Attachment A of this field memorandum) and note the personal property items that were given to the offender on a separate inventory form. Offenders placed in restrictive housing
may have only the personal property listed on Appendix C, SOP 320.02.01.001 Property: State Issued and Offender Personal Property. This is the only property the offender may receive.
If staff do not do the pull at the time of the roll up, the offender will be allowed to complete one property pull sheet while in restrictive housing. Property staff will deliver this
property at the weekly scheduled delivery time for property commissary.Once property inventory is completed, the sending unit will forward any prescribed medication to medical pharmacy.
Officers who complete the inventory will have the offender sign all pertinent paperwork (inventory sheet, confiscation sheet, disposition form, and withdrawal form-if applicable).Property
will be properly packed and taken to property for storage. Signed property sheets will accompany the property. A copy of the signed inventory sheet will be forwarded to the shift commander
to be placed in the daily packet.Refer to field memorandum 320.02.01.002 (ISCI FM) Property: Religious, processing religious property items.Marking of Personal PropertyAssigned property
personnel will ensure all personal property received for offenders such as television, radio, fan, lamp, power strip, hot pot, guitar, etc., is engraved with the offender’s name and
IDOC number and is delivered to the offender with–in 5 working days of receiving it.All personal clothing, hygiene, linen, and bedding items will be marked by the offender upon receiving
the items from commissary. The items will be marked with the offender’s last name and number only. The marking will be block-lettering print no larger than 1½ inches in height. This
will be the only authorized marking on these items or they will be considered unauthorized and will be confiscated. Any item marked with symbols, specialized or cursive print, or marked
in any area other than as specified in this memorandum may be considered unauthorized and will be confiscated.Location of property markings will be as follows:Pants. Any pants sold by
commissary include jeans, sweat pants, boxers, briefs, gym shorts, thermal underwear, pajamas, etc. Pants will be marked on the back of the item on the inside of the waistband on the
right side above the right rear pocket as if the item had a pocket. Shirts. Any shirts sold by commissary will be marked on the inside lower seam at the back of the garment.Hats. All
hats sold by commissary will be marked on the inside sweatband at the front of the hat.Linens, towels, wash cloths, etc., will be labeled as prescribed above in one corner of the item.Jackets.
All jackets sold by commissary will be marked on the inside lower seam at the back of the garment.The commissary receipt or a property form will be completed and signed by the offender
before the property is issued. A copy of the receipt/property inventory will be placed in the offender’s property file.
