Purpose The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure319.02.01.001. General Statement This field memorandum is subject to revision at the discretion of the warden of this facility, chief of the Operations Division (or designee), or director of the Idaho Department of Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion. Restrictive Housing AreasShort term Restrictive Housing is in A Block.Long term Restrictive housing is in G Block (Level 1 only). RESTRICTIVE HOUSING PROCESSES A tracking log will be managed by the A Block staff, as a computerized tracking sheet (short term restrictive housing). The tracking sheet will track timelines and the housing status of all inmates in the short term restrictive housing unit. DISRUPTIVE INMATE PROTOCOL If demonstrated on going behaviors escalate to the point of distracting officers from normal operations or disrupting the safe, secure, orderly operations of the Unit or facility, the Shift Commander may place offenders on disruptive status. Examples include but are not limited to: covering windows, flooding, propelling body fluids, destructive behavior (property or self). This protocol will normally be imposed in the offender’s unit cell however; medical holding cells may be utilized if needed. If an offender’s behavior deteriorates and he continues to disrupt the orderly operation of the facility, he will start over again on Level One. The Shift Commander must notify the Duty Officer of the placement. NOTE: Suicide watch is not disruptive status even if the offender is also disruptive. Suicide watch protocol will be followed instead of Disruptive status. Once released from suicide watch and close observation if the offender is still disruptive he will be placed on disruptive status, if not he will be placed on PHS status. 1. Level One: (0–24 hours) Offender will be issued (1) underwear. Offender will be issued a Security Smock. Offender will be fed on a flex tray Issue basic hygiene supplies, such as a limited amount of toilet paper as needed. Offender may have their prescription glasses, or other items deemed medical necessities with the approval of Medical. Appropriate disciplinary action will be taken NOTE: If further restrictions are needed the Duty Officer will obtain approval from the Facility Head. 2. Level Two: (24-48 hours) Offender will be issued a Sleep System. Offender will be issued a mattress 3. Level Three (48-72 hours) Offender will be returned to regular PHS Status Operational Orders An operational order will be utilized to modify or change the Conditions of Confinement based on the safety and security needs of the institution, staff and/or inmates. The operational order will be completed by the placement authority and placed on the inmate’s cell door. The shift commander may use this document if an immediate correction or modification of behavior is necessary to ensure the safety, security, and orderly operation of the facility, staff, and/or others. The operational order will be reviewed within seven days. If an order is long term it will be updated every 30 days. The housing sergeant, housing lieutenant or higher authority will conduct the review. The continuance, modification, or rescission of the order will be based upon safety and security. General Conditions of Confinement – Ref. SOP 319Inmate requests for telephone calls must be made in writing to the Housing Lieutenant or other member of the unit management team.Attorney visits/telephone calls are arranged by the attorney for the inmate through the resource center. Inmates in segregation for more than 28 days will be allowed telephone calls.Inmates on SPI status must obtain authorization from the Investigations office to place a telephone call.Inmates in restrictive housing will be allowed to practice religious beliefs in accordance with SOP 403.02.01.001 Religious Practices. Inmates in restrictive housing should direct any religious questions or concerns to the religious activities coordinator by sending a concern form.Inmates in restrictive housing should direct any legal questions or concerns to the resource center by a concern form.Inmates in restrictive housing will be limited to property outlined in SOP 320.02.01.001 Property: State-issued and Inmate Personal Property. Conditions of Confinement Log (COC) A Condition of Confinement log is created for each inmate placed in restrictive housing. After an inmate is released from restrictive housing, the COC log is to be archived and retained for a minimum of four (4) years. All services allowed to restrictive housing inmates and all restrictions placed on them may be modified for an individual inmate by the shift commander or higher authority. All modifications must be documented in the COC log. Restrictive housing committees The ISCC Restrictive Housing Placement Committee will be chaired by the Deputy Warden of Operations. The other members of the committee will be the restrictive housing Unit Sergeant and a Correctional Case Manager. If needed a clinician will be present. The ISCC Administrative Segregation Review Committee will be the restrictive housing sergeant, a case manager and a clinician if necessary. The chairperson for the Restrictive Housing Review Authority will be the Deputy Warden of Operations.
