Purpose
The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure317.02.01.001.
General Statement
This field memorandum is subject to revision at the discretion of the warden of this facility, chief of the Operations Division (or designee), or director of the Idaho Department of
Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion.

OFFENDER SEARCHES
Clothed searches may be conducted at any time on any offender for security reasons. Offenders will normally be searched when:Entering or leaving the housing unitsLeaving a segregation
cellAt the beginning of a cell or area searchAfter being restrained during any emergency situationDuring movement from one part of the institution or yard to anotherThere is suspicion
of inappropriate behavior or hidden contrabandUnclothed body searches will be conducted:Before leaving the institution on transportBefore entering the institution after a transportAfter
any contact visitsPrior to being secured in a holding cell for suicide or close observation watchPrior to being placed in restrictive housingWhen an offender refuses a pat searchNo offender
shall be allowed to participate in the search of another offender’s property.AREA SEARCHESArea searches of the building and grounds of the institution will be searched regularly. Many
area searches are mandated by the post orders of the area.No area of the institution is off limits to security staff.When contraband is suspected in the working station of any support
staff, the duty officer or higher authority will authorize the area search. If possible, support staff will be notified prior to the search. Care will be taken to assure that, upon
completion of the search, the area will be left in an undisturbed reasonable condition.SEARCHING LEGAL MATERIAL
Staff members may physically search legal materials for physical contraband (e.g., weapons or drugs). Legal materials must be clearly marked and separated from personal mail and papers
by the offender. During the search, staff members shall not scatter, destroy or otherwise unduly disrupt the legal materials.The offender’s presence is not required during a search
of legal materials, but is preferred.An offender’slegal materials may be searched/scanned for written contraband (such as escape plans, evidence of commission of a crime or violation
of IDOC rules) but may not be read. If there is reasonable suspicion that written contraband is contained in them:This search shall be done in the offender’s presence, unless otherwise
authorized by the facility head.Reasonable suspicion must be documented in writing and approved by the facility head prior to the reading of materials.If suspected written contraband
is found, it shall be carefully removed from the offender’s legal material, the chain of evidence followed and a DOR may be issued.
Any confiscation of written contraband from an offender’s legal materials shall be documented in writing. The documentation shall be placed in CIS and a copy provided to the offender.
If the material is not written contraband, it shall be promptly returned to the offender.
