HomeMy WebLinkAbout307.02.01.001 (ISCC FM) Use of Oleoresin CapsicumThis document was approved by Randy Blades, Warden of ISCC on 07/01/2014 Purpose The purpose of this field memorandum is to provide specific guidelines that are unique to this facility in order to fully implement standard operating procedure307.02.01.001. The deputy warden of security has oversight. General Statement This field memorandum is subject to revision at the discretion of the warden of this facility, chief of the Operations Division (or designee), or director of the Idaho Department of Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at hissole discretion. STORAGE AND INVENTORY CONTROL All less lethal/chemical munitions will be visibly marked with the purchase and expiration date. Service life is three years operational, and training life is five years. Each fiscal year, one third of the institutional less lethal/chemical munitions stock will be replaced. All OC projectors will be stored in central control, unit control center, Sub Armory, or the emergency equipment/Ready Room when not issued to a staff member. All supervisory security staff will have a projector issued to them. All security staff that have been trained in OC spray during pre-service or POST academy will be in possession of OC while having offender contact. All OC will be inventoried/inspected monthly and included on the emergency equipment report to the administrative lieutenant and the facility emergency coordinator. Any used or damaged projectors will be replaced within 24 hours and used for training. The replacement projector will be signed out of the emergency equipment/Ready Room by a supervisor and the used/damaged projector secured in the emergency equipment/Ready Room accompanied by the report number. Items that are worn, damaged, or expired will be replaced and noted on the inventory.Chemical devices will be stored in a designated secure location and will be inventoried and inspected by the oncoming shift staff, prior to the previous shift staff departing that post and/or cellblock. Any discrepancies in the inventory or inspections will be immediately reported to the shift commander.All other chemical devices will be secured in the emergency equipment/Ready Room or Sub Armory.Each area and housing unit will possess a current inventory of all chemical devices that they are issued and/or assigned. The facility head or designee must approve this inventory.Items that are worn, damaged, or expired will be replaced and noted on the inventory. These inventories will be turned in with all other monthly reports.All damaged, used, or expired chemical munitions will be used for training.
