Purpose The purpose of this field memorandum is to provide specific guidelines that are unique to the Hobby Craft Incentive Tier in order to fully implement standard operating procedure 608.02.01.001.The Hobby Craft Incentive Tier will allow inmates who are interested in specialized hobby craft activities the opportunity to be able to do so as an incentive for their good behavior. The Hobby Craft Incentive Tier will be the only tier in the facility where exceptions to the hobby craft field memorandum will be considered. The Deputy Warden of security has oversight responsibility of all hobby craft programs. General Statement This field memorandum is subject to revision at the discretion of the Warden of this facility, Chief of the Operations Division (or designee), or Director of the Idaho Department of Correction. Any one of these persons may revise, suspend, or rescind any procedural steps, at any time, at his sole discretion. TABLE OF CONTENTS 1. E-Block Staff will assist the E-Block Sergeant in the management of the Hobby Craft Incentive Tier and provide security supervision under the program guidelines. Random visual checks and thorough searches will be made of all activities conducted on the Hobby Craft Incentive Tier. Thorough searches will be conducted no less than weekly. Hobby Craft Incentive Tier Enrollment If an inmateis interested in participating in the Hobby Craft Incentive Tier (E1), he must meet the following eligibility requirements: Be twelve (12) months disciplinary free for class A offenses Be six (6) months disciplinary free for B offenses No Class C DORs related to hobby craft for 6 months Must be case plan compliant, unless passed to FTRD by the parole commission, or sentenced to fixed time with no parole. Note: Regardless of a person’s involvement in hobby craft activity they will have to meet the same requirements to live on the tier. The Hobby Craft Incentive Tier will be the only tier in the facility where exceptions to the hobby craft field memorandum will be considered. An inmate may request to move to E1 by filing out the incentive tier move request form. The procedure for this will be as follows: Inmate completes the heading of the Incentive Tier move request form then gives it to his case manager for approval. Case Manager verifies case plan compliance and forwards it to E-Block Unit Sergeant. E-Block Sergeant will complete the review process: Disciplinary History Investigations and STG affiliations Work History Financial ability to participate in the program Once the review process is complete and if the applicant is approved then the Unit Sergeant will coordinate the inmates’ placement on the tier. Note: If there are more applicants than bunk space then a waiting list will be made. When vacancies become available on the tier they will be filled by the people on the top of the list first. If an inmate receives a DOR while on the list he will be removed. No inmate may work on more than (1) standard projects and (1) exception project at any one time. No sharing/transferring or joint ownership of tools, equipment or materials is allowed. Hobby Craft Exceptions and Documentation All hobby craft exceptions will be noted in CIS as a property C-note. The E-Block Unit Sergeant or designee will maintain individual records of all inmates with hobby craft exceptions. The following will be documented: List of all items ordered for the project. Inventory of the tools purchased and where they are stored. (Class B Cart or individual cubie) Expendable items purchased. This file will contain an ongoing inventory of all tools and equipment obtained by each inmate that has been authorized a hobby craft exception. It will include copies of all orders and other pertinent hobby craft information submitted and received by each inmate. Hobby Craft Storage All hobby craft that is outside of the normal allowance for general population inmates will need to be stored in totes and secured in assigned cubbies. Each inmate will be assigned a tote and cubby to hold their hobby craft tools and projects when they are not working with them. Guidelines for the tote and cubbies are as follows: Totes must contain hobby craft items only. Personal hobby craft tools must be inventoried and stored in the tote and secured in their assigned cubby when not in use. Items may be confiscated if this procedure is not followed. Staff will conduct tool inventories for tools located in the totes at least monthly to ensure tool accountability. Failure to maintain accountability of tools or equipment can result in disciplinary action and/ or removal from the tier. Withdrawal slips verifying supply purchases must be maintained in the box with the supplies as well as receipts for all purchases. A unit officer will conduct a quarterly inventory of the hobby box. It is the inmate’s responsibility to ensure the inventory is correct and to inform the unit officer of any changes. Inmates that are assigned a cubby will be issued a combination lock to secure it. The inmate is responsible for the replacement cost of the lock in the event that they are lost. Hobby Craft Incentive Tier Tools and Equipment All tools and equipment that required an exception to purchase will be purchased through the E-Block Unit Sergeant and will be limited to a total monetary value of $300. The list of approved tools and chemicals will be located on the U: Drive. This list will be reviewed annually for possible modifications. All tools will be labelled and stored in accordance to policy. All broken or unusable tools must be turned in to E-Block Staff for disposition according to Policy 509 for Tool Control and SOP 320.02.01.001 Property: State Issued and Inmate Personal Property for Property: State issued and personal Offender Property. All materials and supplies must be in the original container. The inmates name and number must be clearly visible on the container. The Tool Control Sergeant and Housing Lieutenant will identify controlled tools. These tools will be stored in the Class B Tool Cart. When Property receives the ordered hobby craft item they will deliver it to the E-Block Unit Sergeant. The E-Block Sergeant will verify that the contents of the order as being approved and add all applicable items to an inventory. Additional, a C-note will be entered in CIS under Property adding the order to the inmate’s property inventory. Class B Tool Cart The Hobby Craft tool cart will be made available to the tier from 0800-1800 daily. It will be stored in the E-Block Corporal’s Office when it is not on the tier. Staff will conduct an inventory of the tool cart prior to its delivery to the tier and prior to its removal from the tier. Tools will be checked in and checked out in accordance to policy using assigned chits and the check in check out sheet located in policy. Hobby craft tools will only be used in designated areas (not in the cells) and only for approved activity. Using a tool for something other than its approved purpose will result in the inmates’ removal from the tier and potentially the removal of that tool from the inventory. Tools from the tool cart and personal tools which required an exception to be purchased can only be used within the designated areas. These areas will be identified by yellow tape on the floor of the tier. Inmates will be responsible for all tools that they have checked out. They will be charged for replacement of and damaged or lost tools. All tools must be returned to the designated areas by 1800 hours each evening. No items may be made that conflict with the safety and security of the institution. Hobby Craft Purchase of Supplies Unit hobby craft order forms will be available from the unit office along with current catalogues from approved vendors listed below or as available from commissary: Dick BlickHerrschners NascoShipwreck / Shipwreck beads TRIARCOFire Mountain Gems Crazy Crow Eagle Feather Trading Post Inmates will complete two hobby order forms. One is for the vendor and the other is for the Property Officer. A completed, approved and signed withdrawal will accompany the order forms. The unit hobby officer will sign the withdrawal. The amount of the withdrawal slip will include the original purchase price of each item, postage and handling, sales tax. Orders will not exceed $200/month with a total monetary value of supplies on hand of $300, and no single item may exceed $60 in value. Hobby supply orders must be turned in to the unit hobby officer no later than the 15th of the month. There will be no family to inmate, inmate to family, inmate to inmate, or phone orders allowed. All orders must be prepaid Missing Tools: When a Class B tool from the tool cart is discovered missing the Shift Commander will be notified and the tier will be placed on secure status until the tool is located. Finished Projects All completed unit hobby craft items will be immediately mailed out at the inmate’s expense. Complete items that are not mailed out within 2 weeks of completion will be considered contraband and will be handled in accordance to SOP 320.02.01.001 Property: State Issued and Inmate Personal Property. If an inmate intentionally leaves a project unfinished for the purpose of avoiding the requirement to mail it out, he will be given up to 5 calendar days to complete the project and mail it out. This should be documented as a C-Note in CIS. Inmates are permitted to send completed hobby craft items to an outside source for resale. ISCC however will not facilitate or participate with this process, nor be liable for the outcome. The inmate will coordinate and mail out the item(s) and assume all risks connected with the outside source. Dayroom Cleanliness The day room area will be cleaned daily prior to the end of hobby craft time at 1700 hours. Every individual is responsible for cleaning his hobby area and the tools used. Failure to clean the area and equipment may result in a loss of hobby privileges. All items will be cleared from tables and work areas and will be secured in their designated areas. Any items, tools, materials or supplies left out will be confiscated and treated as abandoned property and will be handled in accordance to SOP 320.02.01.001 Property: State Issued and Inmate Personal Property. Removal from the Hobby Craft incentive Tier If an inmate living on E1 receives a class A or B DOR or a Class C DOR related to hobby craft the inmate will be moved to a different tier and all hobby craft items will be confiscated. If the DOR is dismissed the inmate will be allowed to return to the unit and all hobby craft items will be returned. If the DOR is affirmed then all hobby craft that cannot be worked on in normal general population will be handled in accordance to SOP 320.02.01.001 Property: State Issued and Inmate Personal Property. The inmate will be able to reapply to move back to the tier once they become eligible again. In addition, an inmate can be removed from the program by the Unit Sergeant or above for the following reasons: Inactivity Unit or Hobby Craft rule violations Facility/Department need When an inmate is removed from the Hobby Craft Incentive Tier all Hobby Craft tools, projects, equipment and material that cannot be worked on in normal general population will be confiscated and handled in accordance to SOP 320.02.01.001 Property: State Issued and Inmate Personal Property.
