IDAHO DEPARTMENT OF CORRECTION Placement Matrix SOP 322.02.01.002 – Offender Placement Process Page 4 of 4 (Matrix last updated 9/14/22) Facility – Community Custody Placement Criteria East Boise Community Reentry Center (EBCRC) - Female Idaho Falls Community Reentry Center (IFCRC) - Male Nampa Community Reentry Center (NCRC) - Male Treasure Valley Community Reentry Center (TVCRC) - Male Twin Falls Community Reentry Center (TFCRC) – Male Pocatello Women’s Correctional Center (PWCC), Community Custody Unit - Female Minimum •Victim notification research required (facility head or designee may override) •No known pending felony charges or felony investigations in which the resident is a suspect •No active felony detainer (except notification-only) •No sex-related convictions •Approved by IDOC medical provider •Instant offense cannot be escape o If escape history, charge must be at least ten (10) years old for override •No violent offenses (facility head or designee may override) •Facility heads can override classification, to include a prior DOR that resulted in removal from a CRC (this override does not apply to escape or walkaway DORs) •The facility head or designee will consider institutional behavior prior to placement •Priority is given to residents releasing within the respective CRC’s district •Before or upon arrival, a criminal background investigation must be performed in accordance with SOP 146.00.01.001, ILETS: Idaho Public Safety and Security Information System, to ensure there are no outstanding warrants (or criminal history that is outside of the parameters of this matrix) that would prevent the resident from being placed at a CRC Resident Worker •Low-risk and high-risk Crime Severity Index: o TPD or FTRD within seven (7) years or o PED and PHD within seven (7) years and FTRD within 20 years •Life sentence (low or high-risk Crime Severity Index): o TPD within three (3) years Work Release •Low-risk and high-risk Crime Severity Index: o TPD or FTRD within 18 months or o EPRD within 18 months and FTRD within 15 years •Life sentence (low or high-risk Crime Severity Index): o TPD within one (1) year Note: Any exception to these criteria must be approved by the chief of the Probation and Parole Division or designee.
